Content

Video conferencing system implementation in the Chelyabinsk regional court was performed by Stael-Computer Systems company.

Background

According to Article 376 of the Code of Criminal Procedure of the Russian Federation, more than ten years ago convicts acquired the right to be present at court of cassation. The crowded central isolation centers became result. Waiting could drag on for several months. Besides convoy of convicts, their contents in the insulator and convoy to the hall cost much to the state (more than 1.5 billion rubles a year).

Solution

It is offered to adjust the VKS systems. The contractor of the project appoints Stael-Computer Systems company.

From 2004 to 2010 the state program Justice within which "Stel — KS" equipped courts of law of regional, edge and republican level with the VKS complexes with additional audio-and a video equipment for remote court sessions was implemented.

Opinion

About systems

Today in courtrooms terminals of group Polycom VSX7000 system, in pre-trial detention centers — Polycom VSX6000 are used. Communication sessions are held on IP VPN MPLS technology at a speed of 512-768 Kbps. Earlier the Internet and a communication channel of ISDN were used. However these systems were unreliable, and in 2004 IP VPN MPLS supporting everything the types of communication having higher advance speed of IP packets thanks to reduction of time of processing of the routing information and scalability were selected.
