Biography

Bakhtiyar Mukhametkaliev was born in 1990 in the Bostandyk district of Almaty region. He graduated from the T. Ryskulov Kazakh University of Economics and the S. Seifullin Kazakh Agrotechnical University.

2010-2025

2010-2020 - worked in various positions in Kazpost JSC: from chief specialist to executive director for IT infrastructure and director of the E-commerce department.

2021-2022 - Managing Director of NAO "State Corporation" Government for Citizens. "

2022-2023 - Head of the Department of Control and Documentation Support of the Office of the Prime Minister of the Republic of Kazakhstan.

2023-2025 - Head of the Department of Control and Documentation Support of the Government Apparatus of the Republic of Kazakhstan.

From May 2025 to January 2026 - Director General of the RSE at the PCV "Center for Support of the Digital Government" of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.

2026: Appointment as Vice Minister of AI and Digital Development of Kazakhstan

Bakhtiyar Mukhametkaliev has been appointed to the post of Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan. The corresponding decree of the Government of the Republic of Kazakhstan was signed in February 2026. Mukhametkaliev began his career in 2010 as the chief specialist of Kazpost JSC, Almaty. Prior to his appointment as vice minister, he served as general director of the RSE at the Digital Government Support Center of the Ministry of Artificial Intelligence and Digital Development of Kazakhstan.^[1]
