2026: Arrest in the case of repair of the city polyclinic No. 88 for 321 million rubles

In early February 2026, the Oktyabrsky District Court of St. Petersburg sent Yegor Leonov, head of the department for centralized procurement and interdepartmental interaction of the State Order Committee, under arrest. He is accused of abuse of office.

The case file refers to a contract for the overhaul of the building of the City Polyclinic No. 88 GBUZ in the Kirovsky District of St. Petersburg. It is alleged that Leonov, being a member of the commission for the consideration and assessment of applications of participants in public procurement, ensured the victory of a predetermined participant - Vector LLC. At the same time, the application of BaltStroyInvest LLC was unreasonably rejected, which "violated the rights of a bona fide participant to conclude a state contract": in July 2024, the clinic signed an agreement with Vector in the amount of 321 million rubles. According to investigators, Leonov acted together with other unidentified officials.

In addition, the second episode of abuse of authority by Leonov was revealed: his actions during the tender procedure led to the rejection of the application of Vega-S LLC in favor of the final winner of Perspektiva LLC. The company with this name became a contractor for servicing security systems in institutions of the Kirovsky district of St. Petersburg - including in polyclinic No. 88.

The case was initiated under paragraph 3 of article 286 of the Criminal Code of the Russian Federation - abuse of office committed by a group of persons, a group of persons by prior conspiracy or an organized group. Such acts are punishable by imprisonment for a term of 3 to 10 years with deprivation of the right to hold certain positions or engage in certain activities for up to 3 years. Leonov was placed under arrest until April 5, 2026.[1]
