As it became known at the end of February 2026, the national standard GOST R 72463 - 2025 comes into force in Russia, regulating the rules for the operation of apartment buildings equipped with digital systems (smart homes). The document, approved in December 2025, establishes new requirements for management companies, technical equipment of buildings and interaction with homeowners.

According to the publication, Restate the adopted standard makes specific requirements for IT the -infrastructure of residential buildings. In order for the automated control systems to function correctly, it is necessary to ensure a stable connection to, to the Internet the use of routers with built-in network screens for data protection, as well as the allocation of a static - IP address and high communication bandwidth sufficient to transmit video streams from surveillance cameras.

The document also changes the approach to organizing the work of management companies. To maintain digital buildings, specialists responsible for the functionality of engineering systems and digital services must be present in the state.

In particular, we are talking about such employees as a personal account administrator, a house manager, an engineer and a dispatcher. Their duties include verifying tenants, issuing access, updating the passport of the house and processing alarming notifications.

The introduction of GOST, according to experts interviewed by Restate, will require management organizations to revise staffing levels and additional investments in staff training. Requirements for the modernization of equipment and networks may entail an increase in costs for homeowners. At the same time, experts believe that the unification of rules and the standardization of approaches to operation will increase the overall level of safety and the quality of services in the housing stock.^[1]
