The government commission approved the concept of development of the situational centers of Roskomnadzor

As the Minister of Telecom and Mass Communications Igor Shchegolev noted, the situational centers of Roskomnadzor existing now often perform the functions which are beyond narrow departmental structure, working also for the benefit of other departments. "It was brightly shown by last year", - the Prime-Tass agency quotes the minister.^[1]

The deputy manager of Roskomnadzor Alexander Katulevsky in the report reported that the situational centers operating now carry out tasks of control of a real situation of electromagnetic radiations of radio-electronic means (distribution zone), distribution of all-federal teleradio programs and others. Among them one of the major - operational informing on emergency situations on public communication networks.

Work of the centers is conducted for the benefit of the Ministry of Telecom and Mass Communications, central office of Roskomnadzor and the radio-frequency centers in territorial subjects of the federation. At the same time, the situational centers of Roskomnadzor can be used also for the benefit of the structures used for mitigation of consequences of emergencies: Ministry of Emergency Situations, Ministry of Internal Affairs, military and others. Besides, the situational centers can promote also identification of emergency. According to A. Katulevsky, it happens and now on the basis of arrangements of Roskomnadzor to the Ministry of Emergency Situations, mobile operators of "the big three" - JSC Mobile TeleSystems, JSC VimpelCom, OJSC MegaFon and also to some other telecom operators.

Now in structure of Roskomnadzor 8 situational centers working based on Roskomnadzor and the radio-frequency centers of federal districts work. For the purpose of expansion of opportunities of the situational centers for identification of emergencies and to assistance in their elimination Roskomnadzor suggests to create such centers in 68 territorial subjects of the federation (based on branches of the radio-frequency centers).

As A. Katulevsky noted, such development of the situational centers, in fact, turns them from departmental into industry. It will be for this purpose necessary to make changes to the regulations regulating now activity of the situational centers.

The Deputy Minister of Telecom and Mass Communications Naum Marder supported such approach, having noted that in this case the situational centers can become the instrument of control of functioning of an interconnected public communication network of the Russian Federation, including, in emergencies.
