The regional system of the joint communications is created in the Yaroslavl region

In the government of the Yaroslavl region the project on creation of a core of a Regional system of the joint communications is implemented.

This project was implemented within the program for increase in efficiency of public authorities of the Yaroslavl region. The idea of creation of a system of the joint communications of OGV YaO arose in the fall of 2010, but in implementation process of the project the decision to create not closed system operated only by public authorities of the region, and the Regional system of the joint communications for the different organizations of all region was made. Systems capabilities are extraordinary wide and allow to solve a set of problems.

The government of the Yaroslavl region within the signed Uniform corporate agreement with Microsoft corporation has the right to use most current releases of the purchased licenses for different products of Microsoft corporation. Therefore for the solution of assigned tasks the innovation products of Microsoft corporation – Microsoft Lync Server 2010 and Microsoft Exchange Server 2010 were selected.

This solution on a competitive basis is implemented by technical specialists of ALAN IT company in the environment of virtualization of Microsoft Hyper-V. The Yaroslavl company founded more than 17 years ago has solid experience of successful work in the IT market.

As a result of project implementation directly in OGV YaO the system of the joint communications for use of the uniform address directory, message exchange of e-mail, sharing of calendars, carrying out audio, video, web conferences, receiving voice mail, instant messaging, determination of a status of presence is created. Besides this system is integrated with the system of corporate telephony of OGV YaO.

The task of increase in efficiency of joint work of employees of OGV YaO was one of tasks during creation of a system of the joint communications. For example, the solution of some question required holding a meeting to which employees were invited in the head's office. Earlier for the organization of a similar meeting it was required to ring round all employees and to approve meeting time. Now it is enough to send to all employees by e-mail the corresponding invitation in which the planned meeting time will be specified.

Employees accept the similar invitation, and in case of impossibility of presence at a meeting in the offered time they can offer other time for holding a meeting. As a result the organization of holding similar actions became much quicker and more effectively. But there is more to come. Now for carrying out the meeting is absolutely optional to leave the workplace. It is enough to accept the invitation to joint video conference.

Very often members of the government of the Yaroslavl region should leave in business trips for the solution of different questions. Thanks to existence of mobile jobs of members of the government and the created system of the joint communications each head taking the mobile workplace connected to the Internet has an opportunity to receive e-mail, to hold video and audio conferences with the subordinates, to call on local and long-distance phone numbers.

Besides, at implementation of such calls tariffing between the subscriber who is in a business trip, and the subscriber who is in Yaroslavl is made on rates of city communication, and calls to subscribers of telephone exchange of the Government of the region are made free of charge. The present possibility of a system of the joint communications will allow to reduce significantly costs for a domestic long distance communication in similar cases.

Implementation of opportunities of Microsoft Lync Server 2010 for work with corporate automatic telephone exchange of OGV YaO allowed to increase the number of possible subscribers. Besides, to the subscriber having the notebook began to perform much more simply and more mobile calls now, both to subscribers of corporate automatic telephone exchange of OGV YaO, and subscribers of city automatic telephone exchanges and mobile subscribers because it is enough to such subscriber to have a connectivity to sew a LAN or to the Internet, carrying out extra works on switching of this subscriber from our corporate automatic telephone exchange is not required any more. Actually these employees have an opportunity "be always in touch".

The different municipal, state organizations, health facilities, educations join the project of creation of a Regional system of the joint communications. In particular the Department of Education of the Yaroslavl region which creates based on GU YAO "The center of telecommunications and information systems in education" one of segments of a Regional system of the joint communications implementing access to RSOK of organizations of an education system of the region became one of the main project participants.

The government of the Yaroslavl region is going to develop a system and to expand its opportunities.
