In March, 2011 Rostelecom the government decree was determined by the only contractor of actions of Information society including by creation of "the national platform for the distributed data processing".

"Holding competitive procedures in this direction of the Ministry of Telecom and Mass Communications does not plan, - said in department. - At the moment the project goes through a stage of approval of technical specifications and development of the main directions of development" (on April 26, 2011).

Financing

On April 26, 2011 it became known that Rostelecom till 2015 will invest more than 10 billion rubles in development of the national platform of cloud computing, the vice president of the operator for the innovative development Alexey Nashchekin^[1] told CNews ^[1].

In Rostelecom expect to reach payback of the "cloud" project by 2014. "In the program of the innovative development of the operator it is said that not only the state, but also commercial customers will be able to use the platform. Besides it will be applied to our internal needs", - Nashchekin says.

152 million rubles are selected for creation of the national platform of cloud computing in 2011 from the federal budget within the Information Society program. The costs planned for the three-year period (2011-2013) make 476 million rubles.

Consortium

For development entering the software platform and standards of the unified interaction between them Rostelecom creates consortium where software suppliers and equipments, integrators and consultants of "Big Four" will enter.

"As for standards, the consortium will develop architecture of the platform, the general interface - Application Programming Interface (API) for work with it, - Nashchekin says CNews. - Besides there will be unified determination of "cloud" as which now everyone understands the".

The structure of consortium, according to him, included nearly all 30 companies (generally is regional developers) which are already participating in creation of software for the electronic government and now the rewriting solutions under a new cloud platform. "Besides, the bilateral agreement is already signed with IBM, negotiations with Parallels are conducted, - Nashchekin continues. - In order that not only the position of vendors was reflected in consortium, we involved independent consultants of PricewaterhouseCoopers and Accenture who offered us cooperation".

In IBM so far do not comment on this information in any way. Parallels CNews said that the company is interested in cooperation with key players of emerging market of cloud services, including Rostelecom. "To speak about any commercial aspects still early, we attentively study plans of implementation of the federal target program "Information Society" regarding formation of the national Russian platform of "cloud" calculations", - say in Parallels.
