1C Company together with SoftExpert company informs users and partners on release of new industry solution based on a technology platform of 1C: Enterprise 8.2 - "1C: The register of the state and municipal property", intended for automation of activity of authorized bodies of executive power regarding management of the state or municipal property and also creations of mechanisms of obtaining analytical information from the register of property.

The "Register of the State and Municipal Property" configuration underwent certification of 1C: Compatible.

The configuration is intended for automation of the following processes:

  • Setting of objects of property and the persons having rights to property objects, to accounting;
  • Removal of objects of property and the persons having rights to property objects from accounting;
  • Object passing of property;
  • Registration of change of data on the objects of property and persons having rights to property objects;
  • Registration of encumbrances (restrictions) for property objects;
  • Formation of the statement from the register of property;
  • Unloading of data for bodies of statistics;
  • Formation of summary analytical and statistical reporting about the objects of property and persons having rights to property objects.


The "Register of the State and Municipal Property" configuration provides following features:

1. Formations and storages of data on objects of property and the persons having rights to property objects, including formation of the corresponding cards of accounting, in which:

  • The possibility of introduction and storage of the complete list of details of objects of property and the persons having rights to objects of property, approved by Order of the Government of the Russian Federation No. 447 of 7/16/2007 "About improvement of accounting of Federal Property" is implemented.
  • The optional possibility of user preference of use / not uses of these or those details is implemented.
  • The possibility of formation of a hierarchical structure of subordination (selections of subobjects as a part of an object) for real estate units is implemented.
  • The possibility of viewing the complete information about transactions with this accounting item is implemented.
  • For property objects it data on change of structure (accessory of objects of property), on stay on accounting/removal from accounting in the register, about object premises/exception of rent fund and also data on registration of encumbrances (restrictions) for a property object.
  • For the persons having rights to property objects it is information on the property objects staying on its registry, with detailing of this information to documents movements.
  • The possibility of attachment of electronic versions of documents, with the subsequent possible viewing their contents for such details as, reference documents, documents of registration of the property rights, documents of registration of the corporeal rights is implemented. Automatic formation of the name of documents on a certain template is also provided.
  • The possibility of a design of all transactions with property objects, and the persons having rights to objects of property of an object, direct from a card, is implemented. On each transaction the relevant document, with indication of documents bases forms, all created documents, are stored in the corresponding magazines.
  • In forms of object lists of property the possibility of establishment of fast selection of the objects staying on the registry of the specific owner or selection of the objects staying on the registry in treasury is implemented.
  • The mechanism of formation of a printed form of a card of an object of property, or the person having rights to property objects on the format approved by Order of the Government of the Russian Federation No. 447 of 7/16/2007 "About improvement of accounting of Federal Property" is implemented.

2. Settings of objects of property and also the persons having rights to property objects to accounting in the register:

  • The possibility of the choice of a transaction type of registration is implemented (registration in treasury, or registration of the owner), and at registration of the owner, there is a possibility of the indication of the appropriate corporeal right.
  • The possibility of automatic formation of register number of an accounting item, according to the section of the register of property which possesses this accounting item is implemented.

3. Removals of objects of property and the persons having rights to property objects from accounting in the register:

  • At removal from accounting of the person having rights to property objects the mechanism of control of existence of the property objects staying on its registry is implemented.
  • The possibility of formation of a printed form of "Record about the termination of the property right to property" is implemented.

4. Object passings of property from the owner in treasury, from treasury to the owner and also between owners. At a design of this transaction the possibility of automatic formation of the object list, the selected owner (treasury), and the indication of specific objects staying on the registry from this list, for a design of transaction of object passing of property is implemented.

5. Registration of changes of data on objects of property and the persons having rights to property objects.:

  • The possibility of background formation of documents - registrars of change of data on accounting items is implemented, at change of these or those details in an accounting item card.

6. Formations of rent fund from property objects, for the subsequent commissioning of the objects of property in lease:

  • At inclusion of an object of property in rent fund, the mechanism of control of repeated inclusion in rent fund and also control of the existing restrictions (encumbrances) for the included property object is implemented.
  • At a property object exception of rent fund, the mechanism of control of finding of an object of property in rent fund, control of a repeated exception of rent fund and also control of the existing, current agreements of lease on a property object is implemented.

7. Registration of encumbrances (restrictions) for property objects:

  • At registration of encumbrance (restriction) for an object of property the mechanism of control of finding of an object of property in rent fund is implemented, it means that on the object which is in rent fund only encumbrance with a type Lease can be registered.
  • Also, at registration of encumbrance (restriction) for an object of property the mechanism of control of already available encumbrances (restrictions) for a property object is implemented.

8. Formations of lease agreements on a property object, with indication of conditions of signing of the contracts of lease:

  • At execution of the lease agreement on an object of property there is a control of finding of an object of property in rent fund, and the encumbrance registered on it to a type Lease.
  • The possibility of addition of payment terms for the lease agreement, with indication of the payment term operating at the moment, for its inclusion in mechanisms of formation of charges and payment amounts according to the lease agreement is implemented.
  • At a design of payment terms according to the lease agreement, in addition to indications of terms, frequency, the amounts of charges of payments, there is a possibility of the indication of parameters of charge of a penalty fee under this agreement.

9. Formations of charges of payments according to the lease agreement:

  • When forming charges of payments according to the lease agreement the possibility of the automatic choice and control of not additionally accrued payment amounts under this agreement of lease is implemented.
  • The mechanism of automatic formation (reorganization) of documents of charges of payments under agreements for a certain period, with a possibility of instructions of the specific payer or a specific object of property is implemented.

10. Accounting and distribution of the arrived payments by lease agreements, with automatic formation and calculation of the amounts of a penalty fee for overdue charges of payments.

  • The mechanism of automatic distribution of the payment amount which arrived from the payer, on unpaid charges, with simultaneous formation and calculation of the amount of a penalty fee for overdue charges, and in the presence of a sufficient payment amount, distribution of a remaining balance of a payment amount by the created charges of a penalty fee is implemented.
  • Also, the mechanism of accounting of prepayment according to the lease agreement, with subsequent distribution of an advance payment amount on the corresponding charges of payments is implemented.
  • The mechanism of reversal (redistribution) of payment amounts between different lease agreements is implemented.

11. Formations of the statement from the register of the state and municipal property:

  • The possibility of formation of the statement from the register of property, as on specific to a property object (with an output of values of all details of an object of property), and according to the object list of property, staying on the registry of the selected owner is implemented.

12. Formations, printing of statistical reporting on the objects of property and persons having rights to property objects. This reporting is intended for receiving selection of data of any section of the register of property, with indication of users of set of the output information, selection establishments, according to any details of objects of property, and the persons having rights to property objects. For the details having numerical value the summary results are summed up.

13. Formations of printing of the report on rent fund and also data on the registered restrictions (encumbrances) for property objects. The report is intended for the analysis of data about: the operating, complete encumbrances (restrictions) for property objects, a status of rent fund, possible objects for leasing, objects which are leased, at which objects ended (or come to an end) validity periods of lease agreements.

14. Formations of printing of the sheet on charges and payment of lease agreements. The report allows by payers, lease agreements, objects of property, documents of charges to analyze a remaining balance of the amounts according to lease agreements, the added amounts, the paid (unpaid) amounts of charges of payments/penalty fee according to lease agreements.
