The OMZ open joint stock company (group Uralmash Izhora) formed in 1996 on the basis of the Ural plant of heavy mechanical engineering and the Plant of welded machine-building constructions is one of the largest Russian holdings in the field of heavy mechanical engineering today. The enterprises of Group of OMZ release a broad spectrum of competitive products – from the capital case equipment for nuclear power and the reactor equipment for an oil and gas complex to the mountain equipment and also the equipment for the general mechanical engineering. They are placed in Russia and abroad.

At a certain stage of development of the company the problem of unification of accounting and financial management at all enterprises entering into holding acquired special relevance.

Having studied the information systems presented at the market, specialists of the company made the decision on development and deployment of a system on the 1C:Enterprise 8 platform. As the contractor the Galfind company (1C: Franchisee, Moscow) was selected.

During the conducted examination a number of the tasks requiring special attention came to light. The different systems of geographically remote enterprises were based on different platforms. It considerably complicated primary data loading from the "parent" systems. The budget model admitted to the companies did not allow to solve problems of management and control fully. Planning of cash flow was conducted without tough binding to planning of income and expenses, there was no uniform budget qualifier. It was also necessary to provide ability to integrate with the third-party systems on which in holding at the time of inspection preproject works were conducted.

As a result of the methodical work which is carried out together with employees of Group of OMZ, specialists of Galfind company created the uniform budget qualifier, having connected income and expense items with cash flow items. The centers of financial accounting which are responsible for budget implementation according to separate articles were also selected.

Within the project of automation the decision on implementation in holding of software products "An automated system of the financial accounting "Mechanical engineering" (ASBU) and "An automated system of financial management "Plans and Budgets" was made (ASFU). These software products are developed by Galfind company on the 1C:Enterprise 8 platform. Such solution allowed to meet requirements of the customer for terms of start of systems on different sections of accounting and budget management. Besides, parallel implementation of two programs promoted reduction of aggregate term of implementation.

All project works of automation were performed in time, 210 jobs are automated. Let's consider in more detail features of an automated system.

Automation of financial management

ASFU "Plans and Budgets" represents an automated system in which for planning of activity the two-level system of budgets is used. At the first level the centers of the financial responsibility plan the activity in a format of tables – "Plans for the directions". Further on the basis of plans for the directions budgets of the top level form. It can be, for example, "The budget of the movement of assets", "The budget of other costs", "Income and expenditure budget", "The budget of use of profit", "The budget of cash flow", "The budget of the movement of obligations", Balance estimation and other analytical forms and also economic coefficients.

A system differs in flexibility. The majority of rules of budgeting and cuts of analytics is independently configured by the user in the visual designer of a business model.

By the time of the beginning of system implementation of ASFU in holding the decision on use for the purposes of planning and budgeting of the specialized INFOR system was already made. With respect thereto in ASFU the mechanism allowing to load the limits prepared in "INFOR" and also to store them in different scenarios was implemented.

The subsystem Treasury ASFU allows to control and plan quickly payments regarding settlings with suppliers and contractors, the budget and off-budget funds, etc. Formation of requests for payments under the specific agreement and specific article of budget classification with a binding to limits of payment due dates is provided. Jointly with specialists of holding in a subsystem the possibility of accounting of the deposited money on checking accounts of the enterprise and also conducting bill accounting is implemented.

Pay to maintaining a contractual basis and control of performance of agreements in holding much attention. According to the customer's wishes in the ASFU system use of limits at the time of signing of the contract and in the course of its execution is controlled. Control of execution of diagrams of shipment and payment of agreements and also of profitability of the signed agreements is provided.

Accounting automation

The software product of ASBU "Mechanical engineering" is developed on the basis of the application solution "1C: Manufacturing Enterprise Management 8" and is a result of joint work of methodologists of accounting of Group of OMZ and specialists of Galfind company.

Due to the features of settlement with external buyers and suppliers and also between the enterprises of holding in a system the possibility of offset of advance payments is implemented. For determination of the moment of emergence of debt the expected payment date is stored in a system. The division which is engaged in claims activities had an opportunity to use the saved-up data in the activity.

In certain cases the holding has a need for transfer of expenses on payment of accounts of suppliers on subtenants, subsuppliers and other subpartners without reflection of these expenses in the purchase ledger. For implementation of the present possibility the mechanism on reexposure of expenses is provided in a system.

The analysis of a property complex of the enterprise is made using the universal report on fixed assets. In this report along with financial information on a fixed asset object (project cost, depreciation amounts on accounting and tax accounting) it is possible to bring any details out of a card of a fixed asset also. For these details grouping, selection and sorting are provided in the report.

Acceptance of income and expenses to tax accounting not only depends on their type, but also can be defined by the user directly in primary documents. The amounts of the non-refundable VAT automatically are reflected in an other expenses of the enterprise.

The significant share of transactions of holding is connected taking into account at the enterprise of securities. Special documents are intended for reflection in accounting of the transactions connected with the movement of securities in a system: "Financial instrument transaction", "Leaving of the financial investments" and "Calculation of percent".

A number of divisions of holding felt the need for tracking of intra group transactions between the child and dependent societies. For the solution of this task in the chart of accounts of accounting separate accounts on calculations in group are selected. Intra group transactions are monitored using the document "Reconciliation Statement of OMZ".

According to account policy the holding is obliged to create doubtful debt allowances. For reflection in accounting of the transactions connected with creation and reduction of a reserve in an information system special mechanisms – Creation of a Reserve and Correction of a Reserve are implemented.

In a system the configured module of preparation of the regulated reporting functions.

Integration of systems

The project of automation initially assumed integration of ASBU and ASFU. First of all integration of systems allowed to use for accounting in both systems the uniform budget qualifier. There was also a need for transfer of results of processing of payment documents from ASFU in ASBU. Besides, for carrying out the plan-fact analysis in ASFU it was necessary to return information on the actual transactions reflected in accounting.

As a result of implementation of the integrated ASBU and ASFU systems the Group of OMZ received the software package automating a circuit of accounting and financial management.
