ATsK-Programmny budget

Transfer of activity of executive authorities (local government authorities) to the program and target principle – "ATsK-Programmny the budget".

Methodological support of transition of the region (municipal entity) to the program budget includes the following services:

• Development of the concept of transition of the region (municipal entity) to the program budget.
• Project development of regulatory legal acts or offers on making changes in the existing regulatory legal acts necessary for implementation of "the program budget".
• Holding a seminar for heads or authorized representatives of executive authorities of the region (local government authorities of the municipal entity) on the subject "Implementation of the Budgeting Focused on Result in Budget Process at Regional/municipal Level".
• Development of the system of the purposes, tasks, indicators for the state (municipal) programs of executive authorities of the region (local government authorities of the municipal entity).
• Development of methodical recommendations for executive authorities of the region (local government authorities of the municipal entity) in the order of preparation of the state (municipal) programs, including on formation of a system of the purposes, tasks and indicators of the state (municipal) programs, creation of a system of actions of the program.
• Consulting maintenance of development process of the state (municipal) programs.

Technology support includes delivery and implementation of the ATsK-Programmny Budget software product intended for support of process of formation of the state (municipal) programs by executive authorities of the subject of the Russian Federation (local government authorities of the municipal entity) according to requirements of the budget legislation and transition of the subject of the Russian Federation (municipal entity) to budgeting in program representation.

The software product provides the following functionality:

• Formation of the single database on the system of the purposes and problems of activity of executive authorities of the subject of the Russian Federation (local government authorities of the municipal entity).
• The organization of process of drawing up and electronic approval of the state (municipal) programs for the next financial year and planning period.
• The organization of process of electronic drawing up and approval of regional (municipal), departmental target programs for the next financial year and planning period, as the making state (municipal) programs.
• Formation of the list of the actions planned for program implementation.
• Possibility of measure definition of the direct and end result for each state (municipal) program, departmental target program, action.
• Possibility of determination for each state (municipal) program, departmental target program, action of responsible executive authority (local government authority), public (municipal) institution.
• The organization of collecting of requests for selection of the amounts of financing from the public (municipal) institutions for formation of volumes of expenses on program implementation.
• Multiple calculation and comparison of cost of different options of implementation of the state (municipal) programs, including by departmental target programs and/or actions under different scenario conditions.
• Inclusion in structure of expenses on program implementation of subsidies for implementation of the state (municipal) tasks and maintenance of property of the public (municipal) institutions.
• The automated formation of analytical applications to the state (municipal) program.
• The automated formation of the Annex to the Law (Decision) on the budget in program representation.
• Possibility of transfer to the system of budget implementation of the created draft budget by programs.
• Monitoring of program implementation, achievement of the stated effectiveness indicators.
• Possibility of making changes in the adopted programs within a year.
