BIS-RRO

The company "R.O.S.T.U." within the project for development of the installed earlier Budget Information System "BIS-RRO" in municipal entities of Chelyabinsk region completed the works in 7 (seven) of them - the Varna, Verkhneufaleysky, Etkulsky, October, Chebarkul, Chesmensky municipal districts and the Karabash city district.

Uniqueness of the project in the centralized data storage of municipal entities of Chelyabinsk region. Key advantages of the centralized scheme of implementation are essential cost optimization on the server hardware and software products (the application solution, DBMS) providing functioning of the large-scale integrated circuit system; a possibility of obtaining the consolidated information from the single database, a possibility of comparison of identical indicators between municipal entities of area.

As a part of project works - expansion of the large-scale integrated circuit system add-on software modules regarding formation of municipal tasks, control of their execution and calculation of financial provision, user training to new systems capabilities. It is important that works include the legal basis for implementation methodological forming, providing in budget process of municipal entities of the new BOR tools.

The structure of methodological works includes preparation and transfer of a necessary packet of drafts of legal acts and also the documents having methodical character.

As a result of project implementation on each of municipal entities in an automated system of the large-scale integrated circuit:

• Lists of municipal services and works are created;
• Municipal tasks on organizations are created;
• The cost of municipal services and works is determined;
• The volume of financial provision is expected accomplishment of municipal tasks;
• The draft budget on expenses taking into account parameters of tasks (indicators of quantity and service quality) is created;
• Control of accomplishment of municipal tasks is carried out, including on:
  • to indicators of volume and service quality,
  • actual cost of municipal services and works;

• Different forms of the reporting including regulated are received.

The company "R.O.S.T.U." continues works on project implementation in other 20 (twenty) municipal entities of Chelyabinsk region which consolidated result should promote substantial increase of efficiency of budgeted expenses.
