By JSC Federal Passenger Company — the subsidiary of JSC "Russian Railways" — is created according to the program of structural reforms on railway transport and the concept of reforming of a passenger complex of distant following. FPC began the activity on April 1, 2010.

The purpose of the carried-out reforming of the Russian Railway – increase in efficiency of the main directions of business of railway monopoly and creation of transparent market mechanisms of management of holding. For focusing of efforts in the field of transportation of passengers this direction of business was selected in separate structure. To management of FPC the task to achieve quality improvement of services, decrease in unproductive costs, creation of transparent and economically reasonable relations with public authorities is set.

The solution of these tasks requires a management system which would provide customer focus and the innovative development of FPC, increased transparency of management. Besides, it is necessary to standardize management of the company of territorial subdivisions, to optimize the number of staff and its loading.

Development of the concept of a new management system of FPC was executed by consultants of Software AG & IDS Scheer company. At the first stage diagnostics of the operating management system was carried out, on the second – concepts of process and organizational models of FPC are developed. At the same time experience of the international IDS Scheer Consulting projects in the transport industry, including in the railway companies was considered.

According to world practice the system concept of management in which the emphasis on process model is placed is offered the management of FPC. All proposed organizational solutions should support end-to-end business processes of transport company "from need of the passenger for transportation and related services to its satisfaction".

According to such schemes there is a reforming of the largest international holdings and corporations, – the deputy CEO of FPC Vadim Mishanin says. – A part of these solutions – organizational selection of the directions on types of activity (passenger traffic, cargo transportation, travel and commercial business), the organization of the corporate center and project office – should be implemented in the current year".

The operational block of passenger traffic is the core of the company supplying to the market the services developed and approved together with project office on the basis of the unified regulated technologies. With such management system activity of FPC will be focused on customer needs".
