The Moscow labor market unites 8.6 million employed specialists, which is 12% of the all-Russian volume of labor resources, while half of those working in the capital belong to the category of highly qualified personnel, which is a unique characteristic among all regional labor markets in the country. This employment structure is not demonstrated by any other constituent entity of Russia, emphasizing the special status of the Moscow economy on a national scale. The statement was made by the Deputy Head of the Department of Economic Policy and Development of Moscow Zoya Viktorova on September 1, 2025.
Viktorova highlighted two key features of the capital's labor market that distinguish it from other regions. The first feature is the scale of labor resources - Moscow represents the country's largest labor market in terms of absolute indicators. The second characteristic is associated with the high-quality composition of the working population, where over 50% of the employed have a high level of qualifications.
The structure of the Moscow economy was formed under the influence of the specifics of the metropolis, where there are no enterprises of heavy industry, but high-tech industries are actively developing. Over the past few years, four areas of economic activity have shown the greatest growth.
Financial insurance has become one of the drivers of the development of the Moscow economy, concentrating significant labor resources in the field of banking and insurance services. Information technology shows steady growth dynamics, attracting highly qualified specialists in the field of software development and digital solutions.[1]
