2020: Putin prohibited sales of "dental gas" in not medical purposes

At the end of December, 2020 the president Russia Vladimir Putin signed the law prohibiting in the country of sale of "dental gas" in not medical purposes.

For the purpose of security of life and health of the population since January 1, 2021 nitrous oxide turnover, said in the document published on the official portal of legal information is in the territory of the Russian Federation limited.

The law prohibits production, production, delivery, storage, transportation and transfer of nitrous oxide not for medical, industrial or technical application. Besides, implementation and sale of such products and also promotion, including on the Internet, its uses and dissemination of information on nitrous oxide implementation not for the purpose of production of food products and also not for medical, industrial or technical application is forbidden.

According to the Russian Ministry of Health, the uncontrollable use of nitrous oxide by the person can do irreversible harm to its blood and respiratory system and even to lead to a lethal outcome, said in the explanatory note to the bill. At the same time inclusion of "dental gas" in the list of drugs is inadmissible as it is actively used in medicine as means of an inhalation anesthesia and also in the industry.

In the explanatory note to the bill of prohibition on sale of nitrous oxide in not medical purposes it was said that inhalation of "dental gas" leads to euphoria status which is followed by laughter and hallucinations. Because of it nitrous oxide was spread in night clubs.

The initiative was introduced to the State Duma by group of deputies led by the member of the committee of the lower house of parliament on control and the regulations Natalya Kostenko in 2018, however in November authors prepared new edition. It was supposed that for violation of the relevant resolution criminal liability will be provided.^[1]
