Electric cars are imported into Kazakhstan duty-free, but their sales are still declining

In 2024, 2,823 new electric vehicles were sold in Kazakhstan. This is 36.4% less than in 2023, when sales of such vehicles amounted to 4441 units. The corresponding data in mid-April 2025 was published by the Association of Kazakhstan Auto Business (AKAB).

Earlier, the Council of the Eurasian Economic Commission (EEC) extended until December 31, 2025 zero customs duty rates for electric vehicles imported into the countries of the Eurasian Economic Union (EAEU). The preferential procedure for importing such machines applies to citizens permanently residing in Armenia, Belarus, Kazakhstan and Kyrgyzstan. You can import a vehicle with an electric power plant into the territory of Kazakhstan with exemption from paying customs duty no more than once a year.

Despite the possibility of duty-free import, demand for electric vehicles in Kazakhstan is declining. AKAB experts attribute this, among other things, to the slow development of the charging infrastructure, which cannot cope with the growing load. More than 80% of electric vehicles registered in 2024 are in Almaty, Astana, Shymkent and Almaty region. As noted in AKAB, in these areas there is a more developed infrastructure of electric filling stations relative to other areas, which provides convenience and accessibility for owners of electrified vehicles.

Among the new electric cars in Kazakhstan, models of the Chinese brands Zeekr, Byd and Hongqi are the most popular. In general, about 79% of the new electric vehicles registered in Kazakhstan in 2024 were produced in the PRC. According to data provided by automotive industry expert Arthur Miskaryan, as of November 1, 2024, the share of electric vehicles in Kazakhstan was approximately 0.27% of the total fleet of passenger vehicles.[1]

By June 1, 2024, the number of electric vehicles in Kazakhstan almost tripled compared to the same period in 2023, reaching 10.3 thousand units. This increase came amid an overall 12.3% increase in the number of vehicles in the country.

According to the analytical portal energyprom.kz, the total number of registered vehicles in Kazakhstan has reached 5.5 million units. Of these, 4.8 million are cars, which is 12.6% more than in 2022. The number of trucks increased by 9.8%, reaching 540.8 thousand, and the number of buses increased by 13.3%, amounting to 114.1 thousand units.

Almaty became the leader in the number of registered vehicles with 635.6 thousand units, which is 11.7% more than in 2023. It is followed by Almaty region (592.8 thousand), Astana (399.2 thousand), Karaganda (352.1 thousand) and East Kazakhstan (332.9 thousand) regions.

The largest share in the country's fleet is occupied by cars with an engine capacity of 1,500 to 2,000 cubic meters. cm - 39.1% or 2.1 million units. By types of fuel used, gasoline cars prevail, accounting for 81.9% of the total.

Despite the increase in the number of new cars, a significant part of Kazakhstan's fleet is still made up of old vehicles. The number of cars over 20 has reached 2.5 million units, an increase of 4.9% over the year. The number of cars between the ages of 10 and 20 increased by 17.9%, reaching 1.3 million units.

The provision of cars in personal ownership in Kazakhstan as of July 1, 2024 amounted to 22.8 cars per 100 people, which is significantly higher than in 2023 (18.4 cars). The leader in security was the East Kazakhstan region with 39.1 cars per 100 inhabitants.[2]
