For the Unified State Exam in 2025, 11.5 thousand cellular signal suppression devices and more than 17 thousand intelligent cameras with artificial intelligence are used in Russia to prevent write-off. This was announced on May 23, 2025 by the deputy head of Rosobrnadzor Igor Kruglinsky.
According to TASS, the deputy head of Rosobrnadzor noted that the regions independently decide on the use of communication jammers. Some subjects install them in each audience, others only in bathrooms and places with difficult access for organizers.
Kruglinsky explained that the micro-ear does not work without a transmitter, which is usually a mobile phone. Correctly configured metal detectors allow you to identify phones at the entrance to the exam point. Rosobrnadzor also monitors the market for devices for detecting micro-headphones.
The department is studying domestic developments that can record and intercept a signal from microhowels. However, these devices require coordination with regulators - the Ministry of Digital Development and Roskomnadzor, as well as certification. It has not yet reached the final introduction of such technologies.
In 2024, about 200 graduates were removed from the exam for using mobile phones. The deputy head of Rosobrnadzor noted that the introduction of jammers in all regions will require significant costs. The department proceeds from the principle of expediency when making decisions on their use.
Kruglinsky stressed that jammers are not mandatory for use, since they represent a serious material investment. Not all regions can afford such expenses, and the problem of write-off is not acute in most constituent entities of Russia.
Rostelecom provides video surveillance on the exam using artificial intelligence systems. In the Ural Federal District and Perm Territory, more than 17 thousand smart cameras have been installed in over 6.6 thousand audiences and regional data centers.[1][2]
