Growth in the volume of the Russian legal outsourcing market by 20% to ₽8,8 billion
The turnover of the Russian legal outsourcing market in 2025 increased by 20% and amounted to ₽8,8 billion. In five years - from 2021 to 2025 - the market has quadrupled. Such data are contained in a study prepared by BusinesStat in March 2026.
The market showed high growth rates throughout the period under review, but growth consistently slowed down: in 2021, the volume was ₽2,2 billion (+ 57%), in 2022 - ₽3,4 billion (+ 56%), in 2023 - ₽5,1 billion (+ 49%), in 2024 - ₽7,3 billion (+ 44%). In 2025, the increase was 20%, which indicates a gradual normalization of the pace amid the expansion of the base.
Among the key market participants whose strategies were analyzed in the BusinesStat study:
- Intercomp JSC;
- LLC "MJK" Expert "";
- LLC "ABSConsulting Group";
- Prime Audit and Law LLC;
- EMG Ekauting LLC.
The main consumer segment remains small enterprises, microbusiness and individual entrepreneurs - their total share in the demand structure exceeds 90%. BusinesStat analysts explain this by the low level of digitalization and the shortage of free investment among companies of this size. Insufficiently built document flow regularly generates legal difficulties, and the availability of outsourcing services makes them a popular alternative to the content of a full-time lawyer.
The key factor in the growth of the market is the digital modernization of business processes. Market operators integrate cloud technologies for remote support, digital systems for checking and agreeing on contractual documents, as well as platforms for tracking judicial representation. The technologization of services reduces the unit costs of operators and allows offering competitive tariffs, which additionally stimulates the influx of customers from the micro-enterprise segment.[1]

The turnover of the corporate legal services market in Russia in 2025 increased by 5% and amounted to ₽91 billion. The growth was mainly driven by an increase in the cost of services, and since 2023 a steady influx of new clients of law firms has been added to it. Such data are contained in a study prepared by BusinesStat in March 2026.
The market showed continuous growth throughout 2021-2025. In 2021, the turnover amounted to ₽72 billion, in 2022 it rose to ₽76 billion (+ 5%), in 2023 it reached ₽82 billion (+ 8%) - the maximum annual growth for the period under review. In 2024, growth slowed down somewhat: the market volume increased to ₽86 billion (+ 6%). In 2025, the growth rate stabilized at 5%, and the absolute indicator for the first time crossed the ₽90 billion mark. Over five years, the market has grown by a combined 26%.
The demand for corporate legal services is supported by a combination of factors:
- tightening and frequent changes in legislation requiring constant legal support for business;
- registration of new companies that need support in a wide range of legal sectors;
- development of alternative formats for the provision of services - outsourcing and attracting freelance lawyers;
- expanding the presence of leading market players in the regions.
Among the structural changes in the market, BusinesStat highlights two key trends. The first is the complication of client requests: appeals are becoming more complex and affect several branches of law at the same time. Business is increasingly looking not for highly specialized consultants, but for legal partners who can accompany transactions at the intersection of corporate, tax and labor law.
The second trend is the technologization of legal practice. Artificial intelligence and automation tools have entered the day-to-day workings of law firms. They are used to analyze contracts and procedural documents, prepare legal opinions, as well as conduct comprehensive inspections of counterparties. Automation of routine operations allows legal companies to redistribute resources in favor of more complex and high-margin tasks, which further stimulates the growth of the average check and, as a result, the overall market turnover.[2]
In the Russian Federation, for the first time recorded a decrease in the number of active lawyers
In April 2025, Svetlana Volodina, President of the Federal Chamber of Lawyers (FPA) of the Russian Federation, announced the first decrease in the total number of active defenders in the history of the Russian bar. 75,813 lawyers have the status of a lawyer in Russia as of the specified date.
According to Interfax, the statement was made at the XII All-Russian Congress of Lawyers, which takes place every two years. The FPA President noted not only the overall reduction in the number of lawyers, but also a significant change in the age structure of the community.
Of particular concern to the leadership of the Federal Chamber of Lawyers is a sharp decrease in the share of young specialists. If in 2023 almost 17% of lawyers were under the age of 30, then by 2025 their share had decreased to 6.4%. At the same time, there is an increase in the number of lawyers over the age of 60.
Svetlana Volodina also provided statistics on the deprivation of legal status. Over the past two years, the status of 615 lawyers has been terminated, which is 10% less than in the period 2021-2022. The main reasons for the deprivation of status were non-fulfillment or improper execution of decisions of the bodies of the bar association, violation of professional ethics, as well as improper performance of their duties to the principal.
XII All-Russian Congress of Lawyers is held in Moscow. Within the framework of the event, the development of digital advocacy services is being considered, changes are being made to the Code of Professional Ethics, and the optimization of the work of lawyers is being discussed.
A decrease in the total number of lawyers and a decrease in the share of young professionals may indicate systemic problems in the industry. In the context of digitalization and a change in the legal landscape, the professional community is faced with the need to adapt to new realities.[3]

The volume of the Russian legal services market for the year reached ₽175,9 billion
The total revenue of almost 800 Russian legal companies in 2023 amounted to ₽175,9 billion, which reflects the scale of the domestic market for legal services after the departure of international legal brands. The study covered both specialized law firms with revenues of ₽50 million and large consulting companies with a turnover of over ₽1 billion. This is evidenced by the results of monitoring published in July 2025.
According to analysts at AnalyticResearchGroup, the largest share of revenue came from mid-sized companies. More than 330 organizations showed revenues from ₽100 million to ₽500 million, another 48 companies exceeded the mark of ₽500 million.
A significant concentration of the market is observed in the segment of the largest players. 28 companies showed revenues of over ₽1 billion, which indicates the consolidation of the industry in the hands of leading participants serving not only typical legal tasks, but also complex corporate requests.
The regional revenue distribution demonstrates the expected concentration in the metropolitan area. Moscow accumulated more than half of total revenue, exceeding the mark of ₽94 billion. Capital law firms have not only scale, but also high-tech infrastructure for the provision of complex legal services.
St. Petersburg took the second position with revenue of ₽17,9 billion. The Northern Capital traditionally remains an important legal services center serving the North West Region's big business and international companies.
The Republic of Tatarstan closes the top three with an indicator of ₽7,3 billion. The region demonstrates the sustainable development of the legal market thanks to active industrial activity and a developed banking sector.
Chelyabinsk and Vologda regions showed comparable results - a little more than ₽6 billion in revenue each. These regions are distinguished among other territories due to the presence of large industrial enterprises that require high-quality legal support. The rest of the regions of Russia provided a total of about ₽43,7 billion in revenue.[4]

67 lawyers became defendants in criminal cases in Russia for the year
In 2023, 67 lawyers were prosecuted in Russia. These statistics were announced at the end of June 2024 by the Federal Chamber of Lawyers (FPA) of the Russian Federation.
According to FPA Vice President Denis Laktionov, most of the criminal cases brought against lawyers are related to charges of fraud and mediation in bribery. At the same time, he stressed that the number of violations of the rights of lawyers tends to increase.
The FPA considers it necessary to introduce additional control measures to prevent persons who do not meet high qualification and moral and ethical standards from entering the profession. This is due to the concern of the organization with the quality of the legal services provided and the reputation of the legal community as a whole.
Among the most common violations of the rights of lawyers, Laktionov singled out non-admission to clients, unjustified searches of lawyer premises and attempts to interrogate lawyers in order to remove them from the case. There were also cases of pressure on active defenders through attempts to unreasonably bring them to disciplinary responsibility.
As of 2024, there are more than 80 thousand practicing lawyers in Russia. In October 2023, FPA President Svetlana Volodina expressed concern about the growing number of cases of criminal prosecution of lawyers. Among the most common reasons for initiating criminal cases were obstruction of justice, disclosure of preliminary investigation data and theft.
The Federal Chamber of Advocates is taking active steps to protect the rights of its members. In particular, in October 2023, Svetlana Volodina appealed to the chairman of the Investigative Committee of Russia, Alexander Bastrykin, with a request to take measures against persons violating the professional rights of lawyers.[5]

Due to the spread of the coronavirus, consumer solvency also decreased, and clients began to turn to lawyers only in the most difficult cases. In other situations, market participants used reference and legal systems and Internet resources.
In 2021, the industry showed an increase of 3.3% with a final result of 481.9 thousand customers. Moreover, the consequences of the pandemic partially supported the market in the field of legal solutions for corporate clients. Thus, there was an increase in the number of bankruptcies in the business sector. In addition, business tax audits have become more frequent, which required active legal support from legal entities.
According to the study, another recession followed in 2022, provoked by sanctions and an unstable situation. Some international law firms announced their departure from the Russian Federation, and their Russian teams began to create new companies. As a result, the business took a wait-and-see attitude. The number of customers decreased on an annualized basis by 1.7%, amounting to 473.8 thousand. In the face of uncertainty, organizations sought to optimize and reduce costs, which led to a decrease in demand for legal services, primarily from small businesses.[6]
