This will reduce the risks of default by companies if this is caused by circumstances beyond their control. According to sources of the publication, earlier subsidies were received, for example, by Russian developers of components produced abroad, since such components were considered domestic.

According to lawyers and market participants interviewed by the publication, the measures introduced by the Ministry of Industry and Trade will help manufacturers who do not have time to implement projects due to sanctions to avoid lawsuits from the ministry in case of delays in projects. Zelax President Sergei Sukhman says that he already knows a number of cases when Russian electronics developers who received subsidies from the Ministry of Industry and Trade before sanctions restrictions could not fulfill the requirements for the release of products due to problems with the supply of components from abroad.[1]

Russian manufacturers of radio electronics will receive subsidies of 111 billion rubles

Russian manufacturers of radio electronics can receive subsidies from the state in the amount of 111 billion rubles during 2023-2025. The same maximum amount of subsidies for the same purposes is set for the planned 2024.

Another 17.3 billion rubles in 2023, Russian companies can receive in the form of subsidies for the financial support of part of their costs for the creation of an electronic component base (ECB) and modules. In 2024 and 2025, the total amount of such subsidies may amount to 16.4 billion and 16 billion rubles, respectively.

Another 1.1 billion rubles in 2023, the state is ready to allocate to support the development of competitive niche hardware and software systems for artificial intelligence systems. In 2022, the volume of this support may amount to 478 million rubles.

In addition, 65 billion rubles in the form of subsidies, Russian radio electronics can receive within the framework of the state program "Scientific and Technological Development of the Russian Federation." According to him, 60 billion rubles approved by the government will be distributed as part of the second wave of tenders for state support for design centers of electronics.

In total, according to the deputy minister, more than 900 billion rubles from the budget and more than 2.7 trillion rubles of extra-budgetary funds were allocated until 2030 for the implementation of the state programs "Development of the electronic and radio-electronic industry" and "Scientific and technological development of the Russian Federation."

In addition to direct financing, a number of other support measures are expected, for example, on June 30, the legislative commission will consider the possibility of expanding the list of radio-electronic industry companies to which tax breaks will apply. Already in July 2022, insurance premium rates will be reduced from 30.2% to 7.6%, and the income tax rate will be reduced from 20% to 3% not only for developers of electronic products, but also for manufacturers of an electronic component base.

According to the Ministry of Industry and Trade, developers and manufacturers of electronic products can take advantage of the preferential loan rate - 11%. The ministry began accepting applications from banks ready to work with this program. In addition, in the near future, 5.0 billion rubles will be allocated to banks for the provision of preferential targeted loans with a rate of 3%.

National project for the development of the electronic industry of Russia fell by 500 billion rubles

The ministry plans to introduce a point system to evaluate companies participating in the competition for subsidies from the federal budget. Products applying for financing will be evaluated according to a number of criteria: market prospects, export potential, competitiveness, scientific and technical prospects, the organization has a scientific, technical and technological reserve, the possibility of producing products and financial and economic efficiency.

The project will need to score at least 18 points in order to pass a scientific and technical assessment. The collection of applications from applicants is planned to be completed by September 1, 2021, according to the Government website.

The Ministry of Industry and Trade proposes to evaluate projects, taking into account the market prospects of products. We are talking about comparing goods with Russian and foreign counterparts, as well as marketing analysis, the document says. Points will also be awarded for the volume of supply of products, indicating the maximum possible price per unit of product. Another criterion for evaluating projects may be the export potential of iron. If the project does not involve the export of products, then the participant receives zero points. In the case when the project involves export, and the company can confirm the presence of potential foreign buyers, it will be awarded two points.

The competitiveness of the products will also be taken into account by the expert council. If the products created within the framework of the project are inferior to the produced Russian counterparts in terms of key technical characteristics and price, then the project is assigned zero points. If the analogues exceed the key technical characteristics at a comparable or lower price, such a project will be assigned three points, follows from the document.

The Ministry of Industry and Trade also proposes to take into account the scientific and technical perspective, which is expressed in the patentability of products. For example, if at least one patent is issued during the implementation of the project, then the project will be awarded two points.

When evaluating, among other things, the possibility of production will be taken into account. For example, if there is such an opportunity on the territory of the Eurasian Economic Union, the project will receive one point. If production is located in Russia - two. In addition to technical characteristics, the financial and economic efficiency of the project will be taken into account, expressed, including in its payback[7] to[8].

The maximum amount of subsidies per one end-to-end project per year will be no more than 4 billion rubles

According to TASS, the Russian Information Agency, citing a draft government decree published on the portal of draft regulatory legal acts, the Russian authorities are making many efforts to actively introduce domestic electronic products and software into the economy in order to gradually replace imported products, namely:

The Ministry of Digital Industry proposes to ensure uniformity of regulation of the radio-electronic products market
  • forming measures of state support for the relevant sectors of the economy;
  • the procedure for procurement and use of radioelectronic products by state authorities, local authorities, individual legal entities and other actions is regulated.

All this, as noted in the Ministry of Digital Science, requires the development of new regulatory legal acts and amendments to existing ones. The draft resolution developed by the department provides for the obligation for developers of regulatory legal acts containing provisions affecting the market for electronic products and software to send draft documents for approval to the Ministry of Digital Industry and the Ministry of Industry. These, in particular, can be acts on the purchase of such products for state needs, on the provision of subsidies, the procedure for the use of electronic products and other acts.

In order to avoid delaying the approval of acts that provide for the grounds and (or) the procedure for providing subsidies from the federal budget, the draft government decree provides for a shortened five-day period for submitting positions on them. The Ministry of Digital Science will entrust the development of demand for domestic radio electronics

  • establish indicators and indicators for assessing the dynamics of demand for domestic civilian electronic products, PAC and software;
  • conclude special investment contracts on behalf of the Russian Federation in the established sphere of activity of the ministry, as well as monitor their implementation;
  • establish criteria for assignment and maintain a list of organizations that are developers, manufacturers or customers of domestic civilian radio electronic products and software that have the right to receive state funding for projects and (or) use preferential taxation regimes.[11]

The government allocates 280 billion rubles for the development of the electronic industry

Investments involve the development of "a domestic niche of technologically complex metal-ceramic buildings against the background of an increase in sanctions pressure," according to documents from the Ministry of Industry and Trade.

The Ministry of Industry and Trade will also invest in the modernization of the production of PJSC Micron (owned by JSC Element AFK Sistema; produces microcircuits, semiconductor devices, microcontrollers, equipment for the Internet of Things). Mishustin included radio electronics in the list of priority export products

The main source of financing for projects within the framework of the strategy will be extrabudgetary funds, as well as public-private partnerships (PPPs). As possible risks of disrupting the implementation of the strategy, the appendix to the document also indicates insufficient funding and inefficient use of financial resources. Measures to reduce these risks - diversification of sources of financing, PPP, prioritization of facilities, financing with the priority of mastering critical technologies and implementing the most promising complex projects.

Earlier in 2020, Mikhail Mishustin dedicated a special meeting with the participation of specialized deputy prime ministers and federal ministers to the development of domestic electronics. He urged to concentrate on three components: investment, import substitution and the creation of comfortable conditions, including benefits and preferences, for market participants.[14]

The policy of forced import substitution of electronics has begun in Russia

The draft of the new version of the state program of development of electronics is published

In early November 2015, it became known that the Ministry of Industry and Trade revised the projected pace of import substitution in the Russian IT market. The reason for this is inflation.

According to Vedomosti, the Ministry of Industry and Trade has published the second edition of the state program for the development of the electronic and radio-electronic industry[15]. The updated version says that by 2025 it is planned to increase the share of Russian IT equipment in the country to 35%, while in January 2015, when the first version of the project was presented, it featured a 60 percent indicator. In 2014, Russian high-tech equipment (servers, PCs, processors, mobile devices, etc.) occupied 18-19% of the market, the ministry estimates.

Ministry of Industry and Trade reduces import substitution program for IT equipment

The government decided to reduce federal spending on the state program for the development of the electronic and radio-electronic industry - from 175.6 to 173.9 billion rubles. Support for radio electronics for medical devices was excluded from the program, for which it was planned to allocate 16.2 billion rubles of budget money. Thus, the development of radio electronics will take place not in five directions, as mentioned earlier, but in four:

  • telecommunication equipment;
  • computer technology;
  • electronic engineering;
  • intelligent control systems.

Support for the production of telecommunications equipment involves the injection of 42.8 billion rubles and a decrease in the share of imports in this area to 70% by 2025 (previously it was about 40%). In the market of special technological equipment, it is planned to reduce the share of imports to 72.4%, and in intelligent control systems - to 76.5% instead of the initially planned 45% and 29% of the market, respectively.

The Ministry of Industry and Trade proposes to allocate 40.5 billion rubles for the development of domestic computer production instead of the previous 37.48 billion rubles. Previously, the department allocated 97.9% and 95% of imported equipment in 2020 and 2025, respectively, and in the updated program - 97.6% and 93.3%. Given the meager share of Russian equipment (about 1% by November 2015), this is great progress, a representative of the Ministry of Industry and Trade told Vedomosti.[16]

The expert called the new program for the development of electronics revolutionary

The Ministry of Industry and Trade has developed a new program for the development of the electronic component base and radio electronics until 2025, which should come into force in 2015. This was stated in an interview with the Vedomosti newspaper in September 2015 by Vsevolod Opanasenko, general director and owner of the T-Platform s company [17]

For 10 years, according to Opanasenko, the draft program contains about 120 billion rubles. Some of them are planned to be allocated for computing. These are subsidies that compensate for the costs of developing and bringing products to the market, as well as paying interest on loans.
