As use BI in the Ministry of Economics of Kazakhstan

TAdviser: Zhamilya Kadyrovna, tell, please, how there was a preparation for the project? What technological solutions were considered for creation of a system?

Zhamilya Bopiyeva: The project began in 2009, preparation went rather actively. The most different offers from several developers were considered by us. As a result as technology of a system the Analytical FORECAST complex – the integrated platform for creation of information and analytical systems and decision making support systems was selected. His developers provided the most balanced offer and an effective prototype.

TAdviser: Now there are more and more departments both in Russia, and in neighboring countries implement solutions for business data analysis. Whether you studied experience of colleagues before starting the project?

Zhamilya Bopiyeva: Of course, we studied experience of the different countries, with a particular interest looked at the Russian experience. It was important for us that the developer was distinguished by the high level of the knowledge-intensive component, ability to solve both difficult technology, and complex informative tasks, especially in the field of the business analysis and support of acceptance of management decisions. Proceeding from these criteria, our choice fell on Prognoz company which is distinguished by flexibility of the used tools, a possibility of their adaptation to any business processes and new tasks.

TAdviser: In what terms so large-scale project was implemented?

Zhamilya Bopiyeva: A system was developed quickly, repeatedly remade under the changing requirements. Implementation was begun at the end of 2009 and continued in 2010.

TAdviser: Representatives of your department were how actively involved in development process?

Zhamilya Bopiyeva: The implemented system became result of joint work of Prognoz company and Institute of economic researches. Each two weeks the meeting according to the results of the done work was held, the current versions of a system were browsed, wishes and notes expressed. Many ideas which formed the basis of the existing system were offered within such meetings. Therefore at the time of installation and delivery of the software product we already well knew it and were able to use it.

TAdviser: What functionality allocates as a result the developed system?

Zhamilya Bopiyeva: Today the monitoring system of investment projects and assessment of their influence on economy of the Republic of Kazakhstan is:

1. the integrated instrument of monitoring and promotion of private and budget investment projects of the republican and regional level;

2. the instrument of dialog of the state and the private sector for project implementation;

3. information base for the foreign and domestic companies on projects, perspective for the investing, and the opening business opportunities on the entered projects;

4. instrument of coordination of development plans for the industries, infrastructure and resource base.

In a primary window of a system the following information and analytical sections are submitted:

• summary card of industrialization;

• republican and regional cards of industrialization;

• the "business ideas" containing information on perspective projects;

• republican and regional budget investments;

• scheme of rational placement of production capacities:

• personal accounts for heads where key information on investment processes of the Republic of Kazakhstan – input of republican \regional projects by years by the regions \directions is provided, placement them on the card, display of summary indicators using elements of business graphics. The subsystem helps to carry out the summary analysis of investment projects by years, the directions and regions of the republic and also to create the unique reports. The control system of instructions allows to create order, to appoint and notify responsible for its accomplishment, to trace the course and results of its accomplishment;

• the portal for business community containing information on investment attractiveness of the region. Information provided on the portal allows investors to trace a current status of economy in the region. The section "The republican card of industrialization" includes the following components:  the homepage with display of key information on commercial investment projects of republican scale, including using the multifunction interactive map;  the block of monitoring of investment projects allowing to perform quick search of projects, the analysis of the complete list of projects on the necessary attribute – to the direction, the administrator, the region, the amount, problems, etc.; the impact assessment block on economy intended for impact assessment of one or several projects on achievement of target values on key indicators of development of national economy or the region.

In the block an opportunity to turn off implementation of one or several projects and to receive as a result target and forecast values on the specified indicators without the removed projects is also implemented;  the block of creation of not procedural requests and reports allowing to build any analytical tables using elements of business graphics and use of OLAP technology; • the block of procedural reports, the including set of the preconfigured reports for operational preparation of analytical materials with a possibility of their export to the formats PDF, xls, ppt.

TAdviser: How data collection for a system is performed?

Zhamilya Bopiyeva: Data collection is carried out using the special portal of data entry implemented before system development where information is entered by administrators of projects (industry departments and akimats). Collected data are consolidated in uniform storage on the basis of which comprehensive monitoring is performed and also impact assessment of investment projects on economy of the Republic of Kazakhstan is carried out.

TAdviser: As far as we know, the monitoring system of investment projects of the Republic of Kazakhstan is used in the work not only by specialists of Institute of economic researches.

Zhamilya Bopiyeva: Really, it so. However access to a system is differentiated. The staff of the Ministry of Economic Development and Trade of RK, Ministry of the industry and the RK new technologies, JSC Institute of Economic Researches have full access. The staff of other ministries and departments gets access depending on their profile requirements. The wide audience can seize systems capabilities on the portal for business community – the specialized section of a system.

TAdviser: The first operational phase of a system is already completed. How do you consider whether there are high-quality changes which happened in work of department and officials thanks to a system?

Zhamilya Bopiyeva: Today we received the powerful instrument of the enlarged monitoring of the investment projects implemented within the State program on the forced industrial and innovative development. Thanks to a system became possible to trace keyword parameters of investment projects, the course of their implementation, to estimate influence of different scenarios of project implementation on national economy and regions, in the automated type to create numerous reports and notes. It seriously saves costs and releases time for analytical, expert work of our employees.

There are also uncovered sections – for more effective management a system needs to be developed in the direction of increase in efficiency of collection of data on project implementation, increase in detail of monitoring, improvement of models and analytical techniques.

TAdviser: Whether there were problems when entering a system in operation with a so-called "human factor"?

Zhamilya Bopiyeva: Certain problems were, but they quickly were solved as employees were interested in automation of the work. All took the most active part in system development. As a result, as it seems to me, we received result which affected quality of our work very positively.

TAdviser: Share, please, plans for further development of a system.

Zhamilya Bopiyeva In the next plans – development of analytical blocks of a system, improvement of a system of collecting for the purpose of more detailed and operational providing information for decision support.
