According to Article 4 of the Federal law "About the Central Bank Russian Federation (Bank of Russia)", the Bank of Russia is authorized to enter for banks and credit institutions the special accounting rules and reportings different from such rules for the enterprises. The special chart of accounts and large volume of the specialized reporting before the Bank of Russia makes impossible use in banks of the normal accounting systems which do not have the automation equipment of obtaining such reporting. Besides, permanent changes of the legislation and accounting rules mean need of regular software customizations. With respect thereto foreign producers of such software experience difficulties with an entry into this market.

The core banking system of bank is a hardware-software complex which consists of a set of the computers united in the uniform protected circuit where payment orders are processed and registers of payments form. The registers created in the core banking system come to the automated workplace of KBR (the automated workplace of the client of the Bank of Russia) — the special computer in bank in the separate protected circuit from which payments go to the Central Bank of the Russian Federation.
