The Bank of Russia revoked banking licenses from Moscow banks Old Kremlin, Gagarinsky and Client and Krasnodar ENO from July 3, 2015, the regulator reports.

This decision was made in connection with the failure of credit institutions to comply with federal laws and regulations of the Bank of Russia. In addition, banks did not comply with the requirements of legislation in the field of countering the legalization of proceeds from crime and the financing of terrorism. The Central Bank also notes that with unsatisfactory asset quality, banks inadequately assessed the loan portfolio and the risks taken in this regard. A temporary administration has been appointed to the banks, the powers of the executive bodies of credit institutions have been suspended.

History

2025: Recovery of 1.8 billion rubles from ex-owners

On September 18, 2025, the Arbitration Court of the Moscow District upheld the decision of the lower instance to jointly recover more than 1.8 billion rubles of subsidiary liability from persons who previously controlled Gagarinsky Design Bureau at the request of the DIA. Among the defendants are former leaders and beneficiaries: Alexey Kolyaskin, Eduard Kadyrgulov, Alexey Arkhipov, Andrei Gordeev and Alexander Tryndin. The grounds for bringing to justice were the issuance of deliberately bad loans, the purchase of illiquid bills, the conclusion of a fictitious contract.[1]
