Since 2010 the Aykominvest company tried to be engaged in development of 4G networks in Russia. The company received frequency of 2.3-2.4 GHz without tender, at the request of the Minister of Defence Anatoly Serdyukov of that time, at the same time department appointed Osnovu Telecom the only service provider 4G for armed forces. But the situation changed since 2012 with replacement of the leadership of the Ministry of Defence: the new minister refused company services, and in 2014 Osnova telecom lost frequencies by a court decision.[1]
