2023: Searches

In November 2023, FSB officers raided the largest manufacturers of medical alcohol in Russia. We are talking about the companies "Bryntsalov - A," "Rosbio" and "Flora of the Caucasus."

The raids of the security forces and the seizure of documents were reported by RBC, citing its sources. One of them added that operational measures are also carried out from the main wholesalers who buy both medical and food alcohol and, presumably, implement it into illegal circulation.

As RBC notes with reference to the data of the SPARK-Interfax system, Bryntsalov-A JSC belongs to the former presidential candidate of Russia (in 1996) and ex-State Duma deputy Vladimir Bryntsalov. The founder of the St. Petersburg alcohol producer Rosbio is Professor RAEN Airat Enikeev. The company has mastered the production of liquid drugs: Calendula Tincture, Hawthorn Tincture, Valerian Tincture, Pustyrnika Tincture, Melison, as well as disinfecting solutions. The founder of Flora of the Caucasus JSC is the secretary of the Urup branch of United Russia and the former head of the Urup region of the Karachay-Cherkess Republic, Azret-Ali Botashev.

On November 10, 2023, it was reported that the FSB and the Federal Tax Service (FTS), as a result of an audit of manufacturers of medical and food alcohol, revealed two criminal schemes for its withdrawal to the shadow sector. Under the audit fell 5 companies for the production of medical alcohol and 43 companies producing food alcohol. It turned out that since 2020, over 40% of legal products are brought to the shadow alcohol market. Alcohol was withdrawn into illegal circulation at sites in the Moscow region, as well as the Samara and Nizhny Novgorod regions.

The law does not require an excise tax on alcohol in the medical and perfume and cosmetic industries, and it is needed for the production of alcohol - its size in 2023 was set at 613 rubles per liter. Consequently, the budget did not receive taxes from illegally sold alcohol, which falls under the Criminal Code of Russia. Income obtained by criminal means is subject to withdrawal in favor of the state.[1]
