Eurasian Association of Cable Television (EACT)

The purpose of creation of the international professional community is exchange of experience in the field of technology, business development and improvement of a regulatory framework for satisfaction of requirements more than 40 million subscribers using services of members of EAKT. The Eurasian association of cable television is open for the introduction of new members and interest was already shown by professional communities from China, South Korea and some other countries.

The Eurasian association of cable television is the third in the world by the number of subscribers, after similar professional associations of North America and Europe.

Participants of EAKT select the following activities:

• information exchange about legislative ensuring activity of telecom operators, manufacturing content and content aggregators;
• exchange of experience on reduction of a regulatory framework in compliance with the relations forming in a chain "the subscriber - the operator – manufacturing content – the advertiser – the broadcaster – content aggregator";
• formation of conditions for increase in a role of the cable companies in the solution of a global problem of transition to digital broadcasting;
• questions of licensing of activity of operators and broadcasters;
• formation of the general principles of creation of the relations with societies on collective management of copyright;
• overcoming scale-up problems of the companies of the industry and increase in their investment attractiveness;
• development of models of interaction between the operator and manufacturing content, broadcaster;
• distribution of foreign TV channels, development of national telecontent in the countries of Contracting parties, satisfaction of demand and maintenance of interest of TV viewers;
• implementation of new technologies, promoting of digital multichannel TV viewing.

Agreement

about interaction of industry associations of participants of the cable market on the Euroasian space

We who signed this agreement, further referred to as the Party

Confirming the common desire to interaction establishment recorded in the Memorandum of the intention of creation of the Eurasian association of cable television (EACT) signed in the city of Baku, Azerbaijan, on December 3, 2010 by agents of the parties;

Wishing to develop mutual cooperation and exchange of experience and information on the problems concerning questions of development of telecom industry in the states of contracting parties;

Sharing belief that development of technology of information and communication will promote protection and implementation of the ideals and the principles representing the general cultural heritage of the people living in the countries of contracting parties;

Considering that multiple-factor cooperation of the Parties will contribute to their development and expansion of opportunities;

agreed as follows:

Article 1. Objectives

The parties according to the legislation of the countries, within the responsibility, on the basis of the principles of mutual advantage and positive development of cooperation will carry out work on the following directions:

• information exchange about legislative ensuring activity of telecom operators, manufacturing content and content aggregators;
• exchange of experience on reduction of a regulatory framework in compliance with the relations forming in a chain "the subscriber - the operator – manufacturing content – the advertiser – the broadcaster – content aggregator";
• formation of conditions for increase in a role of the cable companies in the solution of a global problem of transition to digital broadcasting;
• questions of licensing of activity of operators and broadcasters;
• formation of the general principles of creation of the relations with societies on collective management of copyright;
• overcoming scale-up problems of the companies of the industry and increase in their investment attractiveness;
• development of models of interaction between the operator and manufacturing content, broadcaster;
• distribution of foreign TV channels, development of national telecontent in the countries of Contracting parties, satisfaction of demand and maintenance of interest of TV viewers;
• implementation of new technologies, promoting of digital multichannel TV viewing.

Article 2. Forms of cooperation

The parties will develop cooperation in the following forms:

• organization of events and conferences on the questions which are of mutual interest;
• exchange of delegations;
• creation of the working groups for the purpose of the solution of the problematic issues affecting activity of all Parties;
• other forms of cooperation by agreement.

Each Party will foot the bill on holding the actions within cooperation specified in this agreement and also will coordinate holding such actions in the part.

Article 3. Eurasian association of cable television

The parties create the Eurasian association of cable television (further – EAKT) which, without having the status of the legal entity, represents the commonwealth of the associations interacting among themselves not on a permanent basis in the forms determined by Article 2 of this agreement.

About one representative of the high level from each Party is a part of EAKT.

For the purpose of coordination of practical interaction of the Parties within EAKT and also for execution of representative functions where it is necessary, the Parties appoint the President of EAKT and Vice presidents of EAKT forming Board. The president and Vice presidents of EAKT are appointed by a simple majority vote agents of the parties to three years.
