The academy is founded on May 30, 1995 by the Decree of the president of Ukraine based on the KP Higher Central Committee party school of Ukraine, is placed in the building of the former Higher party school (transformed in 1992 to Institute of public administration of the Cabinet of Ukraine). According to the same Decree the branch of academy in Dnipropetrovsk was also created. In September, 1995 branches based in Lviv, Odessa and Kharkiv. These four regional predstvitelstvo in 2001 received the status of regional institutes.
