The Higher School of Public Administration (VSHSU) has created the first institute of the Academy, the main purpose of which is to ensure the training, retraining and advanced training of management personnel for the system of state administration and local self-government, the formation and development of personnel reserves at all levels, as well as expert, analytical and informational support for the activities of state authorities and local self-government.
VSHGU develops innovative personnel technologies, systems and methods for diagnosing, evaluating and developing the professional potential of managers and employees.

2022
Training more than 530 thousand specialists in the field of digital transformation
Since 2019, over 530 thousand students have taken open online courses of the Center for Training Managers and Teams of Digital Transformation of the Higher School of Economics of the RANEPA, which announced this on December 29, 2022. Within the framework of educational programs, the Center also prepared over 48 thousand state and municipal employees and employees of subordinate institutions that determine the digital development of Russian authorities, industries and regions.
Among the listeners of the Center's programs are more than 200 candidates or already appointed leaders of the federal digital transformation - deputy ministers, heads of federal services and agencies. They have developed over 400 projects that are already being implemented and are becoming part of the digital development strategies of the regions of Russia.
Open online courses of the Center are devoted to the most popular areas of the digital sphere: "Fundamentals of working with data" (new course 2022), "Digital transformation. Fast Start "(2021)," The Age of Digital Development: The Foundations of Digital Transformation "(2020).
Every year, the educational programs of the Center are transformed into the current tasks facing the state, the main of which is to ensure the technological sovereignty of the country. The emphasis is on demanded knowledge and competencies. In particular, in 2022 - on artificial intelligence technologies, work with data, issues of ensuring information security, the implementation of digital projects on the GosTech platform, the peculiarities of managing IT projects in the public sector, the creation and management of digital transformation teams. So, in 2022, the Center developed four educational programs for working with implemented IT tools:
- "Implementation of Public Services Platforms,"
- "Implementation of Feedback Platform,"
- "Digitalization of public services"
- IT Project Management in authorities.
The experts of the Center also presented more than 1000 educational materials - methodological and teaching aids, analytics, video lectures, courses, interactive tasks.
In the immediate plans of the Center - the introduction of a role approach to training, which allows you to build an individual educational trajectory for each student depending on his role and functional responsibilities.
The organization also created a Recruiting Center, which is engaged in assisting in the search and selection of specialists and management teams in the field of IT and digital transformation for federal authorities and their subordinate institutions. More than 50 federal ministries and departments turn to his support on a regular basis, about 90% of vacancies are successfully closed every month.
Since 2020, the Center has been maintaining operational ratings of heads of digital transformation at the federal and regional levels: 63 deputy heads of executive bodies and 89 deputy heads of constituent entities of the Russian Federation.
In addition, in 2022, the Center developed a methodology for calculating the AI maturity index of federal executive bodies. In December 2022, an assessment of the maturity of the introduction of artificial intelligence solutions in 63 FNIVs was carried out.
The start of the educational program "Head of Digital Transformation"
On April 14, 2022, the educational program "Head of Digital Transformation" was launched at the Training Center for Leaders and Teams of Digital Transformation of the Higher School of Economics of the Russian Presidential Academy of National Economy and Public Administration. This is the longest program of the Center (500 hours), which is designed for deputy ministers and heads of federal services and agencies. Like other educational products of the Center, the program is regularly improved taking into account the most important trends and challenges. In 2022, a special emphasis in training will be placed on the topics of import substitution, cybersecurity, information security and artificial intelligence.

Every year we improve the program, take into account the current needs of the public sector in digitalization and the tasks of the departments of our listeners that require solution using digital technologies. The main focus in the development of projects will be on the use of artificial intelligence. Since 2019, 140 students have been trained under the program, who have developed 39 projects. These initiatives have been developed at the federal level. The educational program "Head of Digital Transformation," like other products of the Center, is designed on the basis of a competency model, which was developed specifically for the training of heads of digital projects in the field of public administration. The model is based on the best world practices adapted for use in Russian government agencies and proven to be effective. Using the competency model, the manager identifies critical qualities and characteristics of specialists who can achieve the goals of the project as part of his team. Such competency models are already used in programs for the development of the presidential personnel reserve, as well as in other state organizations, whose managers and employees undergo professional retraining programs.
2020:2000 Russian civil servants will develop digital transformation projects and protect them by the end of the year at RANEPA

13,490 officials trained at the Digital Transformation Leadership Training Center
On December 31, 2019, it became known that from February to December 2019, 13,490 officials from 85 Russian regions were trained at the Center for Training Leaders of Digital Transformation. Among them are deputy federal ministers, vice-governors and deputy heads of federal services, state and municipal employees, managers and participants in project offices for digital development. The center for training leaders of digital transformation was formed in 2019 on the basis of the Higher School of Public Administration of the RANEPA.
More than 13,000 state and municipal employees, in accordance with the state assignment, have been trained in digital competencies under the 'Personnel for the Digital Economy' program. Educational programs consist of various blocks, including courses on working with data, information security, data visualization, on creating project teams, developing projects and documents, and digital transformation of public administration. As a result of the course, students of the main programs defended digital projects that already exist and are developing, or are preparing for implementation in the region or at the federal level.
As the system of government changes, becoming more "digital" and convenient for citizens, there are growing demands on the personnel who manage the processes of digitalization: these people must have a wide range of competencies. The modern civil servant responsible for the implementation of digital projects and the transfer of work processes to the digital environment should not so much rely on developers as be able to understand in a team with his colleagues - what people expect from services and in general from public administration - and actively engage in changes for the convenience and satisfaction of citizens, improving the quality of life. In parallel with the development of the educational program for Russian officials, in 2019 the Center released the reports "State as a platform: people and technologies" and "Agile-approach in public administration: navigator of digital transformation." Analytical works were formed using materials from educational programs and are devoted to the introduction of data-based management principles and the modernization of public administration in general. Reports are available to a wide range of users.
The main students of CDTO educational programs are civil servants from federal authorities and Russian regions who have different education and professional experience, different levels of training in the field of digitalization. However, in the modern world, constant training, advanced training throughout his life has become the norm, regardless of what diploma a person received in his youth. Establishment of the Digital Transformation Leadership Training Center (CDTO)
In February 2019, on the basis of the Higher School of Public Administration of the RANEPA and under the auspices of the Ministry of Telecom and Mass Communications and the Ministry of Economics, the Chief Digital Transformation Officer (CDTO) Training Center was created. The center implements programs for state and municipal students responsible for digital development. In addition to training, the Center is also engaged in analytical work - conducts research and develops methodological and information materials on topics - digital transformation of public administration, digital platforms and their ecosystems, change management, design thinking, implementation of projects in the field of digital transformation, decision-making ethics.
