Nikolai Nikiforov is the new head of "Z-city"
On December 17, 2020 it became known of appointment of the former Minister of Communications of the Russian Federation Nikolai Nikiforov the head of Z-City construction company in which he invested earlier.
According to Interfax, with reference to these systems SPARK-Interfax, record about Nikiforov's appointment of directors of "Z-city" is made in the USRLE on December 16, 2020.
In addition to Nikolai Nikiforov, a co-owner of "Z-city" is the beneficiary and the director of Zion LLC the Azat Tukhvatullin. To the former head of the Ministry of Telecom and Mass Communications (nowadays — Mintsifra) Tukhvatullin was also the director of "Z-city". The trader of Finiko investment company Edward Sabirov acts as the third co-owner of "Z-city".
In December, 2020 the prosecutor's office of Tatarstan carried out an inspection of Finiko company regarding observance of requirements of the legislation in the credit and financial sphere. Earlier it was reported that the company was engaged in attraction of financial resources in the exchange and stock markets, without having on it the license and registration in tax authorities. Since August, 2019 80 million rubles were succeeded to attract the companies, promising clients monthly income in 25% of invested funds. In the middle of December of the 2020th in the Kazan offices "Finiko" there passed large-scale searches.
Earlier Nikiforov reported what in Innopolis new residential quarters with rent houses of average number of storeys, with individual houses the house-keeper and comfort of a class are going to create. It is in parallel going to build offices and the research and production centers.
The ex-Minister of Communications of the Russian Federation Nikolai Nikiforov was one of initiators of construction in Tatarstan of the city for compact accommodation of IT specialists and placement of the companies working in the field of the digital industry.
Nikiforov and also the president of the Republic of Tatarstan Rustam Minnikhanov possess the idea of construction in 40 km from Kazan of the Russia's first IT city of Innopolis.[1]
The investment attraction from Nikolai Nikiforov
At the beginning of December, 2020 it became known of investments of the former Minister of Communications of the Russian Federation Nikolai Nikiforov into Zion and Z-City companies which are engaged in construction of the real estate and infrastructure in Innopolis.
According to Interfax with reference to these systems SPARK-Interfax, Development of Innopolis company, owns the CEO and which only owner is Nikolai Nikiforov on 33% in Zion and "Z-city" now.
- Zion LLC (Zion Development) is registered in Tatarstan in 2014, the company builds the residential complex of Zion in the territory of Innopolis.
- Z-City LLC (Z-City) since January, 2000 implements investment projects on construction of the business and residential real estate and public infrastructure in the city, is told on the website of firm. A co-owner of both companies is the entrepreneur the Azat Tukhvatullin with whom Nikiforov's company also develops Innopolis Arkhitekt company.
In a conversation with Interfax Nikolai Nikiforov noted that it is a participant of the group of investors which prepared a number of offers on complex building of Innopolis for 2021-2024. The project assumes mastering about 700 thousand sq.m., private investments in the amount of 70 billion rubles and budget - in 6.2 billion rubles.
According to the former head of the Ministry of Telecom and Mass Communications (nowadays — Mintsifra), offers were considered and in general were approved on November 30, 2020 at a meeting on perspective complex building of Innopolis with participation of the president of Tatarstan Rustam Minnikhanov. It is going to start project implementation in 2021.
Nikiforov did not begin to reveal names of investors and only noted that in this group there are no "noticeable players in the field of development", and there are people who "trust in the projects similar to Innopolis, in our country".
By the beginning of December, 2020 in Innopolis more than 300 companies are registered, 126 of which are residents and partners of the Innopolis SEZ.[2]
