2018: Russia closed Open government

In Russia the government commission on coordination of activity of Open government stopped existence. The relevant resolution was signed by the prime minister Dmitry Medvedev. The text of the resolution is placed on the portal of official publication of the legal acts publication.pravo.gov.ru[1]

In May the President of Russia Vladimir Putin signed the decree on new structure of the government which abolished the commission on Open government. Let's remind, it is the same decree by which the Ministry of Telecom and Mass Communications it was renamed into the Ministry of digital development, communication and mass communications.

What the commission was engaged in

The government commission on coordination of activity of Open government coordinated cooperation of state agencies with representatives of civil society and entrepreneurial circles and also with public associations. Cooperation was conducted concerning creation and system operation Open government.

The commission was engaged in the organization and assessment of results of public examination of regulatory legal acts of the government and state agencies. Also she considered the offers directed to increase in level openness of work of state agencies, improvement of a system of public councils and implementation of civil control.

In addition, the commission considered offers on application of the Open Government system against corruption and also for the benefit of the competition and improvement of conditions for an entrepreneurship. Also the commission prepared and considered offers on the main activities of the government, federal target programs and state programs.

The chairman governmental the commission on coordination of activity of Open government was the prime minister Dmitry Medvedev. Mikhail Abyzov was the vice-chairman in the status of the federal minister since 2012.

2012: Criteria of work of Open government

  • In May, 2012 Mikhail Abyzov became the minister of interaction with Open government.

  • In August, 2012 it became known that the acting as the director of the department of government office Makar Hermann sent the letter in which 20 criteria of work of Open government are explained to federal authorities. Among them - the publication of the purposes and tasks of authority developed by it documents, charges and financial statements of purchases[2].

According to Vedomosti, Herman developed the development plan for Open government on the second half of the year 2012. In particular, in this time Russia is going to join the international partnership of the open governments (Open Government Partnership) and to draft the bill in which the uniform standard of openness of authorities will be described. At the same time, as Dmitry Medvedev's press secretary Natalya Timakova notes, the bill can not be necessary as Open government is not authority, but the system of interaction with society, and the main thing - that all departments worked by the principle of the maximum openness.

The development plan for Open government also is lecturing by ministers in universities, and meetings with journalists and "leaders of public opinion".

The project centers for implementation of openness which will appear in authorities will be supervised by officials not below deputy managers the organization. All Open government the commission led by Medvedev will manage.

2011: Medvedev's idea

The idea to create Open government (it also appeared in the press as "big") it was stated in October, 2011 by Dmitry Medvedev who at that time held the Russian President's post. On his intention, Open government will become the platform based on which authorities will be able to discuss the initiatives with public figures and experts.
