The institute estimated the cost of the upcoming works under the state contract at 6.2 billion rubles. However, according to the investigation, the head of the department of audit of state contracts Ministry of Defense of the Russian federation Dmitry Nedobor proposed to reduce the price by 21%, to 4.9 billion rubles. The developers considered this unacceptable, saying that this is below the cost of work, Business FM reported.

According to Roman Pakharenko, head of the planning and economic department of NIISSU, who applied to law enforcement agencies with a statement to initiate a case, during the negotiations, the institute's management was told that the contract could be concluded on more favorable terms for him, and its amount could amount to 5.3 billion rubles, if paid, who needs. Together with Bauman, Dmitry Nedobor, head of the audit department of state contracts of the military department, was arrested and convicted.

On May 16, 2019, Gennady Bauman was released home from the Novokuybyshev IK-3. The prisoner was granted an application for temporary release.
