2024: Arrest

In September 2024, the Sovetsky District Court of the city of Kazan of the Republic of Tatarstan arrested the owner of the private nursing home "Zalesny" Chulpan Miftakhova. According to investigators, the boarding house for the elderly, some of whom were chained to beds, did not provide the necessary security measures when providing services.

According to the Kommersant newspaper, Miftakhova is accused under Part 2 of Art. 238 of the Criminal Code of the Russian Federation (provision of services that do not meet safety requirements), part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud), part 1 of Art. 303 of the Criminal Code (falsification of evidence). It is said that the owner of the nursing home could not guarantee safe conditions for staying in the institution. This led to the death of at least one patient, but we can talk about the death of another 20 residents. In addition, one of the elderly women in the boarding house was persuaded to rewrite property worth over 100 million rubles.

The Investigation Department of the Investigative Committee of the Russian Federation for the Republic of Tatarstan appealed to the court with petitions to choose a preventive measure in the form of detention in relation to the individual entrepreneur Miftakhova, as well as the election of a preventive measure in the form of house arrest in relation to the psychiatrist of the "Family Medicine Clinic" Plus "Davydov A.V., suspected of committing a crime under Part 1 of Article 204.2 of the Criminal Code of the Russian Federation, and an assistant notary - a Yu.S. Zaytseva suspected of committing a crime under Part 1 of Article 202 of the Criminal Code of the Russian Federation.

At the hearing, Chulpan Miftakhova pleaded guilty to non-compliance with security requirements. She claimed that she did not profit from managing this business, noting that all income went to maintaining the institution. The suspect and her defense asked to be placed under house arrest, citing her having four children, but the court rejected this request.[1]
