Creation of the product "Interaction with the Federal Tax Service (6952-U)"
Diasoft automates the interaction of banks with the Federal Tax Service through SMEV in accordance with Bank of Russia Instruction No. 6952-U. Diasoft announced this on October 31, 2025.
On January 1, 2026, Bank of Russia Ordinance No. 6952-U * comes into force, it will replace Regulation 440-P. From the specified date, it will be necessary to use the system of interdepartmental electronic interaction (SMEV) to exchange documents between banks and tax authorities.
To support legislative changes, Diasoft has created the Interaction with the Federal Tax Service (6952-U) software product. It is part of the solution "Interaction with government agencies" and is designed to automate the work of banks with the Federal Tax Service through the SMEV. "Interaction with the Federal Tax Service (6952-U)" makes it possible:
- upload electronic documents of the Federal Tax Service from SMEV;
- Automatically process uploaded documents
- sign electronic messages of UKEP;
- decrypt and automatically perform operations in ABS;
- generate outgoing documents with answers, transfer them for sending;
- store information at all stages of processing (including messages with the bank's EP and SMEV EP);
- View information processing histories for each incoming and outgoing document.
The product supports work with all the main documents of the Federal Tax Service, including:
- RPO and ROO: decisions to suspend and cancel the suspension of account transactions;
- RPS: decision to extend or refuse to extend the deadline for submission of documents;
- ZSN: request for invoice availability certificate;
- ZSO: request for cash balance statement;
- ZSV: request to submit statement of operations;
- ZSD: request to submit copies of documents;
- PB: confirmation of receipt of the Electronic Tax Authority Document;
- BOS: help/information about cash balances;
- BNP: notification of non-fulfillment (partial execution) of the order;
- BVS'BVD: account statement;
- BNS: Account Certificate;
- BDS: copies of documents;
- BUB: notification of the transition to SMEV;
- KWT: receipt of the UO of the Federal Tax Service of Russia with information about the positive or negative result of the check.
The product provides the exchange of types of information (VS) SMEV with the Federal Tax Service:
- transfer of documents of banks, divisions of the Bank of Russia, operator of the digital ruble platform to tax authorities as part of control measures;
- transfer of documents of tax authorities to banks, Bank of Russia subdivisions, the operator of the digital ruble platform as part of control measures.

Support for the exchange of documents by banks with the Federal Tax Service and EMS through SMEV according to 311-P and 361-P
Diasoft will support the exchange of documents by banks with the Federal Tax Service and the SFR through SMEV according to 311-P and 361-P. Diasoft announced this on July 5, 2025.
On January 1, 2026, the Bank of Russia Ordinance "On the Procedure for Reporting by the Bank in Electronic Form"... * comes into force, according to which the bank's documents to the Federal Tax Service on opening or closing an account/deposit, on changes in account/deposit details will be sent using the interdepartmental electronic interaction system (SMEV) in accordance with the 311-P formats. Also, through SMEV, banks will be required to send this information about accounts to the EME in accordance with Bank of Russia Regulation No. 361-P.
To support the requirements of the regulator, Diasoft is implementing the software product Interaction by 311-P Formats through SMEV as part of the Interaction with Government Agencies solution. The product provides banks with the exchange of types of information (BC) of SMEV with two departments:
- In terms of the Federal Tax Service:
- VS "Sending to banks and the operator of the digital ruble platform the results of the processing of the Federal Tax Service of Russia information submitted in accordance with paragraph 1.1 of Article 86 of the Tax Code of the Russian Federation."
- BC "Sending by banks and the operator of the digital ruble platform information provided for in clause 1.1 of article 86 of the Tax Code of the Russian Federation"
- In terms of EME:
- BC "Receipt of information on opening/closing accounts from banks and the operator of the digital ruble platform."
- BC "Information on processing information on opening/closing accounts."
Functionality of the product "Interaction by 311-P formats through CMEV":
- Sending and receiving electronic messages (ES).
- Creation of archives according to the formats of the Federal Tax Service and the EME.
- Downloading ES XML files from the catalog for sending to the Federal Tax Service and the EMS.
- Upload XML files with receipts to the directory received from the Federal Tax Service and the Siberian Federal Tax Service.
- Cryptographic processing of incoming and outgoing SMEV messages.
To comprehensively support message formats from the Federal Tax Service, improvements will be implemented in the General Ledger product, which is part of the Digital Q.CoreBanking automated banking system (ABS).
Support of 127-FZ requirements in the product "Interaction with CMS"
From September 1, 2025, amendments to the Federal Law of October 26, 2002 No. 127-FZ "On Insolvency (Bankruptcy)" regarding information exchange between credit institutions and the Social Fund of Russia (EMF) come into force. Credit institutions will be obliged, at the request of the EME, within three days from the date of receipt of such a request to transmit information about the existence of legal restrictions on customers.
Information exchange between the EME and banks is carried out through the system of interdepartmental electronic interaction (SMEV) using the type of information "Transfer of information on judicial restriction."
Diasoft supported the new requirements of the 127-FZ in the software product "Interaction with the EME," which is part of the solution "Interaction with government agencies." Representatives of the company reported this on July 14, 2025.
The product implements:
- control of requests for compliance with interaction formats;
- operator's workstation to prepare a response to the CMS request;
- integration with SMEV - a proven adapter to SMEV is used for safe and reliable information exchange.
Automation of interaction with the EME according to the 127-FZ will allow banks to comply with the requirements of the law and improve the quality of services.
