2020: Arshin (FSIS) - the only legally significant way of confirmation of checking of household counters

On September 24, 2020 in Russia became effective new rules of checking of household counters. Electronic registration became the only legally significant confirmation of checking, and paper certificates will have information character and to be issued at the request of people.

Entry in the electronic register of Rosstandart serves as the only legally significant confirmation of results of checking of metering devices, including household appliances. Thus, now the inspection statement will be confirmed only in electronic form. Without transfer of data in Federal information fund for ensuring unity of measurements (a FSIS of Arshins) results of metrological works will be invalid.

The specialist after checking of the device on site within a day will owe the works given to enter about results in the register of a FSIS of Arshins. The owner of the counter will get access to these data in the section of the "Data on Results of Checking of Measuring Instruments" system by serial number of the counter. Access to a system is open for all.

Amendments will help to protect consumers from swindlers and also will facilitate work of inspection bodies and participants of metrological activity, - the head of Rosstandart Alexey Abramov said earlier, explaining that changes affect all measuring instruments.

The Government of the Russian Federation considers that new rules of checking will lead to reduction of terms of accomplishment and cost of works in this sphere and against the background of transition to digital economy will provide transparency and controllability of these metrological works and also will exclude cases of counterfeit of certificates on checking.

At the same time until the end of 2020 the moratorium on checkings of household counters imposed at the beginning of COVID-19 coronavirus pandemic works. Temporarily resource supplying and management companies are obliged to accept indications of devices even with expired for checkings, penalties, penalties and penalty fee at the same time cannot be collected from citizens.^[1][2]
