Microsoft suggests Pentagon use DALL-E in military operations

In 2023, Microsoft representatives proposed using the popular DALL-E image generation tool to help the US Department of Defense create software for military operations.

These proposals were outlined in the materials of an internal presentation - "Generative AI based on introductory from the Ministry of Defense." It follows from them that the Pentagon can use machine learning tools from OpenAI, including the ChatGPT text generator and the DALL-E image generator, to solve a variety of tasks - from document analysis to machine maintenance.

The section "Advanced training in computer vision" discusses the integration of AI into combat control systems. In particular, we are talking about using DALL-E models to create images for training combat control systems.

The Combat Control System is a command and control software complex that provides the command with an operational situational overview of the combat scenario, allowing the coordination of artillery fire, identification of airstrike targets, and maneuvering by troop movement. Images generated by DALL-E can help Pentagon computers better "see" conditions on the battlefield, which is especially useful for finding and destroying targets.

In an interview with the Center for Strategic and International Studies, U.S. Navy Captain M. Xavier Lugo suggested that generative content could be used to train drones.

Lugo, who leads the Pentagon's task force on generative AI and is a member of the Defense Department's General Directorate of Digital and Artificial Intelligence, is listed as a contact at the end of the Microsoft presentation document. The presentation was made by Microsoft employee Nehemiah Kuhns, a "technology specialist" working in the Space Force and the Air Force.

2022: Opening access to the neural network to everyone

On September 28, 2022, OpenAI lifted restrictions on access to its DALL-E 2 image conversion system, meaning anyone can now register to use an artificial intelligence generator.

In January 2021, the company introduced the original version of DALL-E, and this product impressed both artificial intelligence experts and users with the ability to turn any written description into a unique image. Since that moment, many other text-to-image conversion programs have been created, competing with DALL-E in speed and quality. Other programs such as Midjourney and Stable Diffusion are accessible to everyone, diverting attention from the OpenAI product.

DALL-E has become available to everyone

OpenAI, which has received significant funding from Microsoft, is wary of public access to DALL-E. AI experts note that the ability of systems to convert text into an image to create nude images and photorealistic images is potentially dangerous, as it can become a reason for bullying, propaganda, disinformation and other things. There are also issues of bias. It is noted that since text-to-image conversion systems are trained on extensive image databases taken from the Internet, they can convey socially unequal aspects of society.

However, OpenAI has now said in a blog post that it is satisfied with improvements made to its security systems and that this will help offset potential harms as DALL-E becomes more accessible.

The company also said it is testing an API for DALL-E, which will allow firms to create their own applications and plugins using the results of the algorithm. This will greatly facilitate OpenAI's commercialization of DALL-E results, potentially combining the system with tools used by illustrators and designers, for example.

Everyone who signs up to the DALL-E website will receive 50 credits for free, followed by 15 more free credits each month after that. Each credit can be used to create a single image, a variation of the resulting image, or for "inpainting" and "outpainting" (editing the contents of the image or expanding the image beyond the established boundaries). Additional loans can be purchased in blocks of 115 for $15. OpenAI claims that about 1.5 million DALL-E users generate more than 2 million images daily.^[1][2]
