Poltava is the system of prerecording and customer service for public institutions and the commercial organizations. A system is created on the basis of the open source (OS), is implemented for several weeks, is integrated with any systems of consumer service and helps to transfer all stages of the preorder of services and data exchange to an electronic form. By experience of practical use in federal agencies Poltava allows to save to the employees up to 30% of the working time connected with preprocessing of the data necessary for rendering services.

Aim to transfer the services to an electronic form now actively both the state, and commercial structures. For the first it is dictated by orders of the Government of the Russian Federation, the second want to make service more convenient, to save time of clients and to lower the costs. It is impossible to make all services electronic, but some of their standard stages — it is necessary. The systems of electronic queues which are used and implemented in the largest organizations now help people to spend less time for waiting, and to service providers — to structure a flow of clients and more effectively to distribute the resources. But such systems are expensive both difficult are implemented, and, besides, do not automate function of exchange of primary information between the supplier and the consumer which is very important for difficult services. For example, for passing of checkup, execution of the international passport and many others. Specialists of IT company developed in Russia the software solution on a joint of technologies of an electronic queue and the Internet portals. The Poltava system is already successfully used by several federal agencies. The electronic system of prerecording and consumer service Poltava allows:

  • perform prerecording of consumers through any information channels of communication (the Internet portal, call centers, an electronic queue, information booths, etc.)
  • to manage on a centralized basis client flows regardless of a source of a request for rendering service, to create service flows according to any algorithms
  • in advance to select and create a service package necessary for the consumer
  • select time and date of providing service taking into account convenience of the consumer, resource availability of the supplier, festive and the days off, an operation mode of organization, etc.
  • make exchange of any documents necessary for preparation for rendering the selected service or a service package, including statements and payment documents

Implementation of an electronic system of prerecording and consumer service gives to service provider the powerful mechanism of quality improvement of service, reduction of time and resource expenditure on preliminary preparation and study of service to 30%, an opportunity to consider the working schedule of each division / specialist at record of consumers. Employees can plan the working time, print the schedule of acceptance, browse documents of clients (applicants), change their statuses in process of rendering service, etc.

The consumer of service, in turn, can "register" in service by the most convenient method, receive and transfer all services, necessary for a preliminary design, this, significantly having saved the time. Also the client can select and record all important parameters of rendering service (convenient receptive period, the specific specialist who will render service, etc.) in advance, to create a necessary service package and to obtain all information on them.

Technology the Poltava system represents cross-platform building block solution based on Open Source. A system does not impose any additional requirements to installed in the software organization and to the equipment. Thanks to modular structure and flexible mechanisms of settings a system is implemented for several weeks and can easily be integrated with any IT systems: electronic queue, portal, etc. At deployment in the geographically distributed organizations a system considers all features of work of each separate branch or division.
