Rosturizm launched a unified register of guides and guides-translators
On September 1, 2022, a single federal register of guides and guide translators was launched. Rosturizm also began to accept applications from organizations that will certify instructors-guides.
As the head of the department Zarina Doguzova said in her Telegram channel, in order to get into the register, you need to pass certification. Until July 1, 2023, certification is carried out voluntarily, and in the future it will become mandatory for all guides and guide-translators, except for employees of tourist display facilities (for example, museums) and employees of religious and pilgrimage organizations.
Doguzova recalled that from July 1, 2022, travel companies are obliged to attract instructors-guides to accompany tourists on routes of increased complexity. These routes are associated with overcoming various difficult natural obstacles. A list of such obstacles and routes is available on the websites of federations for sports tourism, mountaineering and others.
According to the head of Rostourism, that certification commissions will work on the basis of executive authorities in the field of tourism in the constituent entities of the Russian Federation. It is necessary to undergo certification in the region where the specialist plans to provide his services.
The certificate of certification will be valid for 5 years. Certificates obtained earlier will be valid until the end of their term, but no later than January 1, 2024. I recommend passing certification in advance, - said Doguzova (quoted by RIA Novosti). |
The law on the mandatory certification of guides, guide-instructors and guide-translators was adopted in the spring of 2021. It obliges them to undergo re-certification every five years, moreover, it gives guides the right to work only in a specific region.[1]

In mid-April 2022, Deputy Prime Minister Dmitry Chernyshenko, during a meeting on the development of ecological tourism, spoke about the creation of a certification system for guides. The plan involves the launch of a federal register of guides, guide translators and guide instructors, which, according to the Deputy Prime Minister of the Russian Federation, will include more than 5 thousand specialists by the end of 2022. The register will be maintained by Rosturizm.

Chernyshenko recalled that on July 1, 2022, the Federal Law comes into force - On Amendments to Certain Legislative Acts of the Russian Federation in order to improve the legal regulation of the activities of guides (guides), guides-translators and instructors-guides. It is assumed that this law will contribute to the creation of a transparent and controlled market for the provision of excursion services in the country. In April 2022, Dmitry Chernyshenko instructed the Federal Tourism Agency to finalize the regulatory and legal regulation of the issue related to the entry into force of new sections of the law on the regulation of the activities of instructors-guides.
Instructors-guides will be certified by authorized organizations that meet the established requirements and are included in the register of authorized organizations. For certification of instructors-guides, a fee is charged, the amount of which will be determined by the Government of the Russian Federation. Federal state control over the activities of organizations authorized to carry out certification of instructors-guides will be carried out by Rostourism.[2]
