2025: Acquisition of 83 PACS
The Judicial Department under the Supreme Court of Russia buys 83 sets of software and hardware systems (PAC), each of which includes high-performance servers of two types and managed network switches. In total, 492.6 million rubles were allocated for the supply.
Information about this is posted in the terms of reference on the public procurement website, the network publication CNews reported on August 25, 2025. The tender itself was placed on August 5, 2025. Acceptance of applications ended on August 21. The date of the selection of the supplier took place on August 25, but at the time of publication of the material, the contractor has not yet been indicated in the purchase card.
Five companies participated in the competition, and the winner offered the smallest amount of the contract - up to 386 million rubles, reducing the initial by 106 million rubles.
Delivery will be carried out specifically in 83 arbitration courts located throughout Russia. The project is aimed at modernizing the IT infrastructure of the Russian judicial system, improving the reliability and speed of data processing.
According to the terms of reference, the delivery includes a total of 332 servers of the first type, 83 of the second type and 166 switches.
Type 1 servers have the following technical characteristics: each is equipped with at least one processor with 24 cores and a base frequency of 2.2 GHz, supporting up to 48 threads.
The amount of DDR5 RAM is at least 128 GB expandable to 1 TB, and the data transfer rate reaches 4500 MT/s. The storage system includes SSD drives ranging from 480 GB and 1.92 TB. Servers provide hardware support, 1 virtualizations Gb/s and 10 Gb/s network ports, and remote management systems with. reservation
Type 2 servers, although delivered in smaller numbers, are not inferior in power. They also have 24-core processors, DDR5 RAM and massive storage: in addition to SSDs, their configuration includes 8 TB HDD drives each.
Both types of servers are rack-based, occupy no more than 2 units and support 24/7 operation.
The network switches included are Layer 3 controlled switches. They have a bandwidth of 100 Gbps, support stacking, VLAN, QoS, and many security features, including protection against DDoS attacks and IP spoofing. Each switch is equipped with 24 ports and two redundant power supplies.
The equipment must be new, manufactured no earlier than 2024, and accompanied by a complete package of documentation, including certificates of conformity and warranty coupons. All equipment must be guaranteed for 84 months (seven years).
The Supplier shall provide the Customer with two samples of the examination kit in Moscow within five days after the conclusion of the contract. After successful testing and signing of the inspection act, the main delivery will begin, which must be completed by December 5, 2025[1].
