2026: Bangladesh government and state-owned companies roll out Russian video conferencing system

In February 2026, the Bangladesh government decided to scale the use of Russian software to protect the national digital infrastructure. State-owned companies and critical information infrastructure (CII) facilities of the republic are transferring internal communications to the video conferencing platform (VKS) and the TrueConf Server, developed by the Russian company TrueConf.

According to the press service of TrueConf, the transition to Russian software followed the deployment of the national "VKS-cloud" on the basis of a geostationary communications satellite. The largest infrastructure organizations, including the state-owned radio company Bangladesh Betar and the national power grid operator Power Grid Company of Bangladesh (PGCB), have begun integrating the platform to provide secure document management and video communication.

Bangladesh switches to Russian public sector video conferencing system

To unite employees of 31 regional stations in a single information space, Bangladesh Betar has implemented TrueConf Server. Previously, staff used various instant messengers and third-party services, which created risks of data loss and storage of service information outside the corporate loop, and could also lead to a stop of workflows in case of external platform failures.

Energy company PGCB, which is responsible for the transmission of electricity throughout the country, also switched to the Russian platform. More than 3.5 thousand engineers and specialists use the system to respond to emergency situations, coordinate actions between remote facilities, conduct gliders and remotely instruct teams.

Thus, the Bangladesh government, Bangladesh Betar and PGCB have formed a secure communications ecosystem functioning independently of external providers and vendors. Video communication tools and messenger are used both for everyday tasks and for crisis management, technical analysis of incidents and coordination of repair work.[1]

Russian developer-platform with AEROSPACE FORCES TrueConf a Bangladeshi partner Systems & Services Limited took part in the construction of a video conferencing system for state needs in. TrueConf Bangladesh told about this TAdviser on August 7, 2025.

A distinctive feature of the project is the low-orbit satellite, which has become the main network communication channel due to the requirements for security and control of data transmission. On the basis of it and the TrueConf Server platform, a secure "cloud" was created for holding meetings, online meetings and remote interaction in organizations that have strict requirements for communication protection.

Earlier, an isolated network was created for the digitalization of the state apparatus of the Bangladesh government, which was provided by Bangladesh Satellite-1, the country's first geostationary satellite. It is used primarily for defense and strategic communications. And to provide security-sensitive organizations with tools for remote communication and collaboration, they needed a system of combined communications that would work autonomously and could adapt to the specifics of satellite communications, including network delays.

Within the framework of the project, special attention was paid to autonomy and data protection - the implemented IT product was supposed to come under the full control of the Bangladesh government without the risk of restrictions and blocking by external providers and other third parties.

To solve this problem, Systems & Services Limited entered into a partnership with TrueConf. Due to the architecture of scalable video coding and its own communication protocol, the TrueConf Server unified communications system dynamically adapts to the changing network conditions and device capabilities of each conference participant. According to TrueConf, the system showed high results during VKS testing on limited satellite communication channels and as a result became the core of the state "cloud."

To create a secure communications system, which is one of the key strategic tasks of the Bangladesh government, a solution capable of operating in a closed network was required.

VKS-Cloud users are organizations serving remote offshore territories or ensuring the security of CII (power grid, nuclear power plant), as well as liquidators of the consequences of natural disasters, operators of confidential military and diplomatic communications, and other structures that require guarantees of the availability of the VKS 24/7 service and the security of transmitted data.

Employees of such organizations use the government service VKS using TrueConf applications for desktop and mobile OS. After authorization in their account, users get access to the address book, corporate messenger, video conferencing, webinars and tools for remote work. And the SIP gateway built into TrueConf Server also provides calls to terminals and other VKS solutions used in government agencies.

The creation of a secure communication network is one of the key strategic tasks of the country's government. Earlier, in 2022, Systems & Services Limited announced the signing of a cooperation agreement with the Bangladesh Computer Council (BCC), subordinate to the government of the country, implying, among other things, the development of government video conferencing[2].

The decisions of world leaders in the field of VKS and united communications in recent years, for the most part, have gone into the clouds: this means that the customer buys access to their product on their own hardware. In the case of, for example, law enforcement agencies, this does not guarantee that the customer will not be turned off access, and that the special services of other countries will not read access to his correspondence and other important information. And such aspects have become more and more relevant in different countries over the past few years due to the way Western IT vendors in Russia behaved in 2022. This spurs the desire of local governments to minimize such technological risks as much as possible in at least the most critical areas.

TrueConf explained to TAdviser that therefore their software is well sold abroad in KII and the power structures of friendly countries. Earlier he had already been chosen, for example, by the land armed forces of India, the Ministry of Defense of Vietnam, and so on. The customer has the opportunity, using TrueConf software, to deploy his own closed VKS network or VKS cloud and, thus, be calm that he himself controls access to the service and information does not go to other people's servers. It is also impossible to block or disable software without the customer's desire in this case.
