The Volgograd region puts more than 900 million in development of a system of fixing of violations of traffic regulations

At the end of February, 2017 the Center of information technologies of the Volgograd region, subordinated organization of regional Committee of information technologies, summed up the tender results on upgrade and development of a subsystem of control and identification of violations of traffic regulations of an end-to-end information system of video surveillance. The starting price of the contract was 936.1 million rubles.^[1]

The Moscow company "Paravan-2000" will be engaged in development of a control system and identification of violations of traffic regulations in the Volgograd region

4 applications from the companies "Paravane-2000", "Hypro communication", Neotekh and NPK "Spetselekromontazh" were submitted for tender. Offers of the last two were rejected because of absence in their structure of a number of documents. From two remained a tender committee selected the request of Paravan-2000 company in spite of the fact that she assumed more expensive cost of the contract. This company managed to be ahead of the competitor due to the qualification which is highly estimated by the commission of the customer. Final reduction in cost of the agreement made only 100 thousand rubles.

The Paravan-2000 company is registered in Moscow. She participated in the capital project "Safe City" within which she installed more than 10,000 surveillance videocameras at entrances of apartment houses and more than 2,500 high-speed dome IP cameras of observation of domestic space. Besides, this company participated in development of the Intelligent transport system of the city of Moscow.

Within the project in the Volgograd region it is necessary to set complexes of photo video fixing of violations of traffic regulations at 144 boundaries. Besides, the contractor will have to provide with a complex of the automation equipment the Center of automatic fixing of administrative offenses in the field of traffic.

The main part of complexes will be set for the first time. 13 earlier set boundaries will be upgraded. About 30 more complexes will be transferred to the contractor of the service contract.

New complexes of fixing of violations are divided into two types. The first are established on straight sections of the road and fix violations of the high-speed mode, the movement on a roadside and also on bands for route transport. The second accommodate at intersections and can fix in addition journey on an inhibit signal of the traffic light, a stop behind the stop line, driving into the oncoming lane, etc.

Upgrade of already set complexes should be complete no later than May 31, 2017, new boundaries of fixing of violations should be set till July 31, 2017. The contractor of the contract within the next 5 years will have to provide operability of the equipment.
