2020: Implementation PM Foresight

The information management system PM Foresight works as project activity at the platform in the Government of the Sakhalin region. On July 2, 2020 reported about it "Project practice".

Methods of project management of the power of Sakhalin implement since 2017. For process automation, different tools and systems were used, however they did not show the due level of efficiency.

Since 2019 the Government of the Sakhalin region passed to the specified tool — a project management information system on the platform PM Foresight (ISUP). It allowed to minimize errors and to increase the speed of accomplishment of processes thanks to creation of the single database and automation of the reporting.

At the end of 2019 project participants and the staff of regional project office were trained in work with a system. In the spring of 2020 of ISUP of the Sakhalin region put into commercial operation.

Using ISUP, control of schedules of projects taking into account the movement of documents on them is exercised, transparent management structures are built, the budget is distributed and analytical gather data. As reported RIA Sakhalin-Kuriles in the Government of the region, first of all implemented this tool in management of pilot strategic clusters of the island region. These are projects "Agriculture and the consumption industry", "The Sakhalin medical cluster", Wood processing and Construction "industry". Capability of executive power to implement the planned projects and tasks, to achieve effective objectives in time and within the set budgets becomes crucial today. Project activity is distinguished from normal functional work of officials on instructions by aiming at result, planning, flexibility, simpler interdepartmental interaction. It creates all conditions for reduction of the budget of project deadlines, quality improvements of the created results.

Half a year of use of ISUP in the "fighting" mode showed its efficiency and applicability for management both a regional component of national projects, and priority and departmental projects of the Sakhalin region. Further development of ISUP and inclusion in perimeter of automation of additional projects and programs is planned.
