As TAdviser discovered, the government of the Leningrad Region decided to import substitution of databases in its information systems. This follows from the purchase with an initial price of about 354 million rubles, which in mid-March 2026 was announced by the regional "Electronic Government Operator[1].
For import substitution, the customer wants to receive the Postgres Pro DBMS product. The terms of reference for procurement states that the planned import substitution indicators are as follows: at least 2300 DBMS during 2026-2028, of which for 2026 - at least 2000 pcs., 2027 - at least 200 pcs., 2028 - at least 100 pcs.
This requires access to your personal account in order to obtain an unlimited number of licenses for using the Postgres Pro DBMS. We are talking about licenses for products such as Postgres Pro Standard, Postgres Pro Certified, Postgres Pro Enterprise, Postgres Pro Enterprise (certified version), Postgres Pro Enterprise 1C, Postgres Pro Enterprise for 1C (certified version) and Postgres Pro AXE for 100 cores.
In addition to access to licenses, the Electronic Government Operator of the Leningrad Region also needs warranty support for a period of 3 years.
Import substitution of DBMS is planned in order to ensure the "successful and uninterrupted operation" of the executive authorities of the Leningrad Region and the processes of the life cycle of information systems, subsystems, components, modules of information systems created and/or developed, and information systems that are under the jurisdiction of the "Electronic Government Operator." According to the organization's website, it accompanies dozens of IT systems.
It is not the first time that the organization has purchased domestic DBMS. For example, in mid-2025, it acquired 400 licenses of the certified Postgres Pro DBMS. Then the supply contract was concluded with ProfInfoService.
The upcoming project of import substitution of DBMS is not the only one planned for the near future. Thus, a search for purchases shows that earlier the "Electronic Government Operator" of the Leningrad Region was also valued at licenses of the RuPost postal system and services for migration to it by 6 thousand users.
