Moscow buys 11 Italian X-ray scanners for 1 billion rubles
At the end of September 2023, the results of the tender for the supply and installation of digital X-ray diagnostic systems in the interests of the state autonomous institution (GAU) Gormedtekhnika, subordinate to the Moscow Department of Health, were announced. We are talking about systems for three workplaces with a commitment to ensure their operability during the life cycle.
The purchase was carried out in the format of an open tender. The sole participant and winner was GE Healthcare. It will supply 11 Italian-made devices. The contract value is 965.8 million rubles. The contract provides for the provision of a four-year manufacturer's guarantee and a three-year installment plan. Service services will be provided until December 31, 2032.
The supplied devices shall support fluoroscopy with the possibility of performing serial shooting and aiming images on the integrated flat detector of the turntable-tripod. Moreover, the design of the system should provide the possibility of remote control of all functions of the device from the remote control without exposure of medical personnel.
Since the beginning of 2023, Gormedtekhnika has announced three tenders for the supply of X-ray diagnostics complexes for a total of 2.937 billion rubles. In the most popular segment of devices designed for two jobs, the winner was S.P. Gelpik. This purchase provides for the supply of 87 devices worth 11.4 million each. Thus, the total amount of the contract is 991.8 million rubles. GE Healthcare and Argus-CS LLC became participants in another tender for the supply of complexes for three jobs with a total value of 980 million rubles. However, Argus-CA's application was rejected on the grounds of forfeits for the performance of previous contracts for the supply of medical equipment, and GE Healthcare was recognized as the winner.[1]
Moscow Department of Health buys X-ray equipment for 2 billion rubles
In June 2023 health care Moscow , the "" subordinate to the GAU Department Gormedtekhnika launched a tender for the purchase of 87 digital X-ray machines designed for two jobs, worth 11.4 million rubles each. Medical equipment is intended for Moscow clinics.
The specified price includes the cost of equipment with a 4-year manufacturer's guarantee, the rate for installments for three years, as well as the cost of the service in the period from the 5th to the 10th year, including indexation of the cost of the service. The winner of the competition - LLC JV Gelpik - will have to deliver the equipment by the end of 2023. The initial maximum contract price was set at 991.8 million rubles.
In mid-July 2023, GAU Medtekhnika announced a tender for the purchase of digital X-ray diagnostic systems for three jobs. The initial maximum price under the life cycle contract program was 980 million rubles. The initial price for one complex is announced at 98 million rubles, and in total it is planned to supply and install 10 pieces of equipment. The results of the tender will be announced in early August 2023.
New X-ray machines should provide a lower dose of radiation without sacrificing the quality of the image, as well as have the option of stitching to obtain panoramic images on the turntable-tripod in a horizontal and vertical position. In addition, the complexes will be able to connect and transmit data through the EMIAS portal.
The specified price includes the cost of equipment with a 4-year guarantee, as well as installments and technical support of complexes for 6 years.
In March 2023, Gormedtekhnika GAU won all five tenders for maintenance and service of medical equipment in Moscow clinics for a total of 18.636 billion rubles. In all cases, the applications of this institution turned out to be the only ones.[2]
Purchase of endoscopes, ultrasound scanners and microscopes for 1.5 billion rubles
In January 2023, the Moscow Department of Health (DZM) announced four tenders for the purchase of medical equipment. Microscopes, ultrasound scanners, spinal and cranial endoscopy racks totaling approximately 1.5 billion rubles will be purchased.
As stated on the official website of the Unified Procurement Information System, the DZM Procurement Agency announced an auction in electronic form for the supply of stands for cranial endoscopy as part of the implementation of the state program "Development of Healthcare in the City of Moscow (Metropolitan Healthcare)." 10 video endoscopic racks for neurosurgical operations will be purchased for a total of 432 million rubles.
Another project provides for the supply of 34 ultrasound imaging devices of the cardiovascular system worth about 9.6 million rubles each. The total amount of the contract is 325.66 million rubles. The purchase of eight operating microscopes with the function of joint observation and image recording will cost 272.48 million rubles. In addition, eight endoscopic systems will be purchased for spinal minimally invasive spinal surgery worth 62.5 million rubles each: the total purchase amount will be 500 million rubles.
The tender documentation states that the equipment is delivered within 196 calendar days from the date of receipt of the customer's application. Installation and commissioning of medical equipment shall be performed within 10 calendar days after delivery.
It is noted that the recipients of the equipment will be medical organizations of the state health care system of the city of Moscow, but specific institutions are not named. At the same time, Gormedtekhnika GAU provides technical support for the supply of goods, monitors the execution of contracts, and also carries out other operations under the concluded agreements.
2020: Purchases of endoscopic equipment worth 6.4 billion rubles
At the end of September 2020, the Moscow Department of Health announced the purchase of endoscopic equipment in the amount of 6.44 billion rubles. Tenders are held by the state autonomous institution Gormedtekhnika belonging to the department.
The mayor's office Moscow is ready to purchase 122 endoscopic racks under a life cycle contract (LCC) for the needs of Moscow medical institutions. Video endoscopic equipment for gastroscopy will be purchased at a price of 52 and 101.8 million rubles per rack, taking into account the cost of medical equipment and maintenance for the life cycle.
Also, the purchase includes colonoscopy solutions for 41.2 million rubles and their maintenance for 91 million rubles, bronchoscopy equipment for 32.1-33.5 million rubles for the device, taking into account the service.
In total, Gormedtekhnika will purchase 103 pieces of equipment with the KZhC deadline until December 31, 2026 and 19 medical products with a service life until December 31, 2020. Suppliers of equipment will be determined in October 2020.
The right to supply will be determined by a mixed formula - when determining a potential supplier, 60% of the points will be the proposed reduction in the contract price, another 30% - the "status of the bidder": equipment manufacturer, official distributor or third-party supplier that does not fall under the first two categories. In addition, 4% of the weight will be the minimum period of equipment downtime, another 3% - a reduction in the coefficient to the cost of equipment and changes in the key rate.
Earlier in 2020, the Moscow mayor's office offered the regions to hold joint tenders for the right to conclude a life cycle contract for medical equipment. We are talking about the purchase of CT, mammographs, radiological, endoscopic and ultrasound equipment.[3])
