Pskov + elements of the electronic government of the region

The Pskov region in 2012 will receive 148.3 million rubles on formation of the electronic government. From them 104.5 million rubles will go for carrying out administrative reform in executive authorities.

It is stated in white papers of administration of the Pskov region. Including on ensuring high availability of information on activity of public authorities 6.8 million rubles, are selected for creation of the state information system of telecommunications (SIST) - 20 million rubles, for upgrade of information and communication infrastructure of executive authorities - 17 million rubles.

In November, 2010 JSC Rostelecom and administration of the Pskov region signed the agreement on cooperation concerning creation of elements of the electronic government of the region. The company acted in this project as the long-term investor, making investments in acquisition of the necessary equipment and the rights to the software, work on its installation and implementation.

In 2010 in the Pskov region 182.8 million rubles, the planned amount of financing in 2011 - 33.4 million rubles are spent for actions of the "electronic government" program.

Till 2015 Rostelecom is going to invest more than 5 billion rubles in the "electronic government" project. Generally investments will be made in development of regional segments of infrastructure.

Informatization of regional administrations of state structures is especially relevant now, the new governor of Tula region Vladimir Gruzdev noted in September in an interview to the Forbes magazine. Telling about experience of informatization of administration of Tula region, he complained that not all his deputies had e-mail. "As soon as became the acting as, I forced to write me reports and to send them by e-mail. Usually for them it was done by secretaries. Also sent me from some department the letter from the address, for example, Oksana-Oksanochka, i.e. from a personal mailbox. Low level of the general knowledge which allows the person to orient quickly in an information stream is result of such low personal informatization: where to come what to look what it is necessary to pay attention to. At the same time the area spends quite good money for informatization", - Gruzdev argued. He specified that the previous governor signed the contract with Rostelecom for 24 million rubles. "At the same time there are no visas of the relevant departments which, in principle, had to estimate adequacy of cost of services. As a result we met Rostelecom, and they agreed already to 16 million. And on 8 million they provide additional services which were not provided by the agreement", - Vladimir Gruzdev concluded in Forbes interview.
