Moscow Mayor's Office buys information security solutions of Kaspersky Lab and Positive Technologies for 457 million rubles

In July 2025, the Moscow authorities announced plans to purchase cybersecurity software totaling 457 million rubles. It is planned to purchase source code analysis tools and a network incident monitoring system as part of two tenders. Deliveries will be carried out by Positive Technologies, PVS-Studio and Kaspersky Lab. The recipient of the software will be GKU "Information City," which is responsible for information maintenance of city structures and support for digital services in the capital.

The first tender was published on July 11, 2025, under which it is planned to purchase 11 licenses for software source code analysis tools from Positive Technologies and PVS-Studio. The total value of the contract is 75 million rubles, and the winner will be determined on July 23, 2025. The software is designed to identify vulnerabilities in the code and must be compatible with existing systems such as AppSec.Hub and PT Application Inspector. It is also required that the software interface be localized into Russian.

Separately, on July 14, 2025, the second tender was published - for the supply of 3000 licenses of the Kaspersky monitoring system. The total cost of this purchase amounted to 382 million rubles, and the results of the auction will be announced on August 1. We are talking about renewing Premium Plus licenses for the Kaspersky Unified Monitoring and Analysis Platform. The platform is designed to detect threats and investigate incidents, and must integrate with previously purchased products. Thus, both purchases are aimed at modernizing and maintaining the security level of the city's digital infrastructure.

Earlier, the Moscow government also purchased software designed to identify vulnerabilities and assess the security of information systems for the Department of Information Technologies of the capital. As part of that purchase, the solutions of Positive Technologies and Bifit Mitigator, as well as server versions of the analytical platform Visiology, were acquired. This platform is designed to process large amounts of data, create reports and dashboards, and support management decisions. The supplier of Visiology was Ferrum Aichi Group, which reduced the contract price from 100 to 98 million rubles. The protective software was put by the winner of the competition, MT-Integration, which offered a cost of 352.5 million rubles.[1]
