2020: Commissioning of 220 kV RP equipment digital remote control system
On November 5, 2020, it became known that from November 2, 2020, the Branch of SO UES JSC "Regional Dispatch Management of the Tula Region Energy System" (Tula RDU) together with the Branch of Rosseti FGC UES (PJSC FGC UES) Priokskoye PMES (Priokskoye PMES) began to perform the functions of remote control of switching devices and grounding disconnectors of a complete gas-insulated switchgear (GMS) 220 kV on RP 220 kV Stans, using automated switching programs (APS). These programs allow you to reduce the duration of operational switching by 5-10 times compared to their implementation by the operational personnel of power grid companies by oral commands of dispatching personnel.
As explained, the ATM is a switching computer algorithm flow that enables switching. It sends commands directly to the automated process control system () INDUSTRIAL CONTROL SYSTEM of the controlled power object and monitors their execution, receiving information information about the state of the equipment and the performed operations.
The introduction of automated remote control of 220 kV switchgear equipment allows optimizing the reliability of operation and the quality of control of the electric power system of the Tula region by reducing the production time of operational switches, reducing the risk of erroneous actions of dispatching and operational personnel, increasing the speed of implementation of control actions to change the topology of the electric network.
By preparation for remote control of the equipment of IS of 220 kV Camps specialists of JSC SO UES and "Rosseti of FGC UES" distributed functions of remote control between the System operator and the network company, carried out the IS industrial control system necessary control, operational information complex in the dispatching center and the CUS software and hardware complex of Prioksky PMES, tested the systems of collecting and transfer of telemetric information. Specialists of the Tula RDU and Prioksky PMES jointly developed standard switching programs for power lines and distribution point equipment, on the basis of which ATM and standard switching forms were prepared. The necessary regulatory and technical documentation was also revised and put into operation, additional training of dispatching and operational personnel was carried out, and comprehensive tests were carried out.
During the complex tests of the automated remote control system, the communication channels, the quality of telemetry information coming to the Tula RDU and Central Control Center of the Prioksky PMES, the performance of the functions of capturing and releasing the remote control key, the functions of remote control of switches, disconnectors and ground disconnectors of the 220 kV RP Mill, as well as blocking the execution of erroneous commands were checked.
The completion of the complex tests confirmed the readiness of the automated remote control system of the RP 220 kV equipment of the Mill for commissioning.
As part of the test of the readiness of the Tula RDU and Prioksky PMES to work with the updated system, a control system-wide emergency response training was carried out to eliminate violations of the normal operation of the Tula region's power system using remote control. The event was attended by dispatch personnel of the Tula RDU and operational personnel of the Prioksky PMES. Following the results of the inspections and training, the joint commission of the System Operator and PJSC FGC UES decided on the readiness of the dispatch personnel of the Tula RDU and the operational personnel of the Prioksky PMES to carry out remote control functions of the 220 kV RP Stana equipment.
As part of the digitalization of operational dispatch control, the System Operator has been phasing in an automated switching system in all its branches for several years, which will allow organizing automated remote control of equipment of more than two hundred electric power facilities in accordance with plans agreed with network organizations. Equipping the control centers of the System Operator with automated switching production systems, and substations with modern APCS supporting automated remote control, is a practical step towards the digital transformation of energy. The use of digital technologies in the energy industry allows to obtain a systemic effect by building on their basis other models of process control of electric power facilities and UES of Russia as a whole.
