Rosstat arms with Big Data for a population census and quality improvement of statistics

Rosstat starts development of the concept of use of Big Data, the head of department Pavel Malkov on the platform of the final of the tender "Digital Break" told on September 29, 2019. In it the directions where and as Rosstat will apply these technologies will be defined. According to Malkov, it is going to complete development of the concept in the middle of 2020.

For development of the concept the choice of the contractor is necessary, and Rosstat is going to make the choice not within 44-FZ, and through the project for development of a system of the state statistics financed by the World Bank.

As the deputy administrator of Rosstat Sergey Egorenko explained TAdviser, the project for development of a system of the state statistics with the World Bank was started even more than 10 years ago and is in a closing stage. Within this project there was an effective objective of upgrade and information infrastructure of Rosstat, and methodological base.

In plans of department, for example, use of Big Data at the All-Russian population census in 2020. Rosstat expects to involve the data obtained in it not only directly from citizens, but also from other sources, for example, of information systems of other departments and also data of mobile operators.

Other direction where Rosstat considers application of Big Data - calculation of consumer price index, Malkov says. Here it would be possible to use different data on FTS line. For example, information from the cash registers. According to the head of Rosstat, department already experiments with data of FTS.

We hope that through some time we will manage to pass from a method of direct observation which is used for calculation of the price index, to calculation on the basis of data from administrative sources of information now. But it is not fast process. At first we should learn to work with huge volumes of unstructured data, to learn to sort them. Already there are first results. Also it is necessary to define sources of data on each of 500 positions of consumer goods, works, services, to learn to calculate them, to compare, - Pavel Malkov explained. - I think, it is the horizon of 2-3 years.

Other directions where Rosstat is going to involve Big Data is statistics on tourism and migration.

According to Pavel Malkov, Rosstat with FTS already develops "road map" where jointly to move on Big Data use. Here too a lot of work as so far no systems of FTS are adapted for providing data necessary for Rosstat is necessary, the systems of Rosstat are ready to receive them and to work with them. Besides, there is no methodology and the regulatory base for work with such data, Malkov added.

Also Rosstat already began to cooperate in area of data acquisition with the Bank of Russia, the Ministry of Energy, RPF at the expense of what already significantly increased quality of a number of calculations. In addition, according to the head of Rosstat, department began negotiations with large retailers to use also their data.
