2019: Producers of browsers won the right to development of HTML and DOM

Vendors of browsers Apple, Google, Microsoft and Mozilla won the right to development of technology standards for the Internet from Consortium of the World Wide Web (W3C)[1].

In 2004 the above-mentioned companies based the working group WHATWG in response to unwillingness of W3C to develop the HTML standard and plans of consortium to pass to XHTML with XML-like structure with which vendors at that time did not agree. According to vendors, the management of W3C acted for the benefit of not communities of web developer therefore they decided to create the alternative standard later adopted as HTML5.

Within several years of W3C and WHATWG cooperated, however new standards were generally developed in WHATWG, and then were accepted by consortium as official. In many cases standards were implemented in Chrome and Mozilla even before their official acceptance by W3C. In other words, vendors perceived approval of W3C only as the formality which practically is not influencing the standards developed by WHATWG in any way.

Both organizations officially broke off cooperation in April, 2018 when all participants of WHATWG rejected the version of DOM 4.1. Though W3C include hundreds of members, the DOM 4.1 standard so was not implemented in one browser. Since then both organizations worked on own standards separately.

Now, it seems, W3C and WHATWG after all was succeeded to agree. On Tuesday, May 28, they signed[2] in which W3C refuses development of future versions of HTML and DOM and assigns this right of WHATWG. From now on the consortium will issue only "recommendations" of rather future standards with the list of desirable functions, however the final decision what to add to the products and that it is not present, will accept vendors.

The HTML Living Standard standard developed by WHATWG, and for DOM – DOM Living Standard will become the official version of HTML from now on.
