CIR - Committed Information Rate
Committed Information Rate is the information speed average for a certain period (for example, in one second) which the network undertakes to provide on one virtual channel. If through an access line with capacity of 32 kb/sec. one virtual connection with CIR = 16 kb/sec. is defined, then, having accepted in the first half a second of 16 kb, the network has the right to reject all other bits which came for the second half a second.
