History

2023: Launch of the initiative

On February 16, 2023, the United States launched an initiative to responsibly use artificial intelligence in the military sphere. It is assumed that this will change the way combat operations are carried out.

The project was presented at an international conference in The Hague. The US initiative is called the Political Declaration on the Responsible Military Use of Artificial Intelligence and Autonomy. As stated on the website of the US State Department, the purpose of the document is to achieve "international consensus on how the military can responsibly implement AI and autonomous solutions in its operations." In addition, the declaration is designed to "help states develop, deploy and use this technology for defense purposes so that it contributes to compliance with international law, security and stability."

The declaration consists of a number of non-legally binding guidelines describing best practices in the responsible use of AI in the context of defense. In particular, we are talking about the fact that military AI systems are auditable, have clear and clearly defined use, and are subjected to thorough testing and assessment throughout their life cycle. It is also said about the possibility of deactivation in case of abnormal functioning.[1]
