2023: Digital labeling of household chemicals and cosmetics is launched in Russia

On December 1, 2023, an experiment on digital labeling of cosmetic products and household chemicals will start in Russia. This became known from the draft government decree, which the Ministry of Industry and Trade published in early November 2023.

According to TASS with reference to this document, the experiment will last until the end of February 2025, it is planned to include, among other things, makeup, hair, oral cavity and teeth, shaving, cosmetics, deodorants, soap and detergents.

As part of the experiment, technologies for applying identification tools to goods, interaction of turnover participants with the labeling information system, as well as other issues related to the organization of labeling of this commodity group will be worked out and tested, the Ministry of Industry and Trade said in a statement.

According to the deputy general director of the CRPT - the operator of the state marking system "Honest Sign" - Revaz Yusupov, the experiment will not affect the cost of products, and the state assumes all the costs of it. Equipment for the duration of the experiment and marking codes will be provided to manufacturers free of charge.

The pilot project is free and voluntary for business, says Yusupov. - The purpose of the pilot project is to test the technological process of work with the labeling of cosmetic products and household chemicals, and the decision on mandatory labeling will be made by the government.

As noted in the Ministry of Industry and Trade, the assessment of the real costs of manufacturers and other participants in the turnover for the introduction of labeling will be carried out during the experiment, subject to the active participation of companies in it. However, the example of other product groups where labeling has already been introduced demonstrates the near-zero contribution of this factor to final prices, the department emphasized.[1]
