2021: Mishustin approved digital marking of musical instruments

At the end of August 2021, a government decree was published on the official Internet portal of legal information to approve the provision on the labeling of musical instruments. The document was signed by Prime Minister Mikhail Mishustin.

This document says that the list of instruments includes 15 species, including keyboards, strings, percussion, wind and their subspecies. The marking of stringed bow musical instrument or bonds classified by the results of the examination of cultural values ​ ​ to cultural values, either to cultural values ​ ​ of special importance, or to cultural values ​ ​ in respect of which the right of the Eurasian Economic Union establishes a permitting procedure for export, temporarily exported by individuals or legal entities, consists in the application of identification means - chemical and radio frequency (RFID) marks.

The marking is applied to the instrument after identification by the musical instrument marking commission. The amount of fees for marking is 2 thousand rubles. Payment goes to the income of the federal budget.

It is noted that the implementation of the powers provided for by the resolution is carried out within the limit established by the Cabinet of Ministers of Culture, as well as the budget allocations provided to the department in the federal budget for management and management in the field of established functions.

Earlier in 2021, Mishustin signed a regulation on the creation of a single base of musical instruments and bonds. The base is created within the framework of the law "On the export and import of cultural property" and is designed to simplify the export of instruments that are cultural property to musicians on tour abroad. The database will include: the time and place of manufacture of the instrument or bond, its description and size, information on labeling and whether the instrument is included in the Museum Fund of the Russian Federation.[1]"
